Around the world governments own forest capital stocks and can harvest them for revenue or provide public goods from preserving them. This article examines how government preferences for revenue generation and public goods provision affect policy choices. Many instances are found where governments might exploit public forests at the expense of public goods. This is most likely when budget pressures are severe, or when the government prefers revenue generation to nontimber benefits provision. In particular, budget-constrained governments are more likely to exploit public harvests to raise revenues and subsidize the forest sector, especially when revenues are increasing in public harvesting. Public harvesting should also influence tax choice. The results shed light on current forest policy debates and can be used to predict behavior of developed and developing country governments facing external pressures.

There has been a recent explosion of research incorporating a spatial dimension in environmental and natural resource economics, where the spatial aspects of human behaviour or the natural environment make a crucial difference in the analysis and policy response to the problem. Much of this research has been driven by the growing availability of spatially explicit social science data and the development of tools and methodological advances to use these data. Collected in this volume are 24 key articles considering the reasons for spatial variation in policies, due to either efficiency or equity considerations, and the consequences of that spatial variation for both environmental and economic outcomes. These articles demonstrate that the failure to address spatial issues in the analysis can create two problems: (1) the analysis provides a poor basis for predicting actual behaviour that is specifically based upon spatial considerations, and (2) the analysis fails to provide a basis for designing spatially targeted policies that could lead to more efficient outcomes.

This study was undertaken to address the challenge of optimizing the overall benefits of forest landscapes to both the forestry & tourism industries in British Columbia. Nimmo Bay Lodge was chosen for the study because it had a defined viewshed with merchantable wood, planned timber harvesting activities in the viewshed, and clients willing to be surveyed. A visual perception survey was administered to 96 lodge patrons to determine visitor response to various visual quality scenes & silvicultural systems such as partial retention and clear-cutting. The survey sought to determine the proportion of clients who would return to the lodge. Next, the viewshed for the lodge was defined to establish a land base for benefit analysis purposes, and an annual timber flow was derived for the area. The benefit analysis looked at several scenarios ranging from no harvesting to maximum harvest in four economic areas: resource value, business revenue, government revenue, and employment & income.
