Over the last few years, there has been a noticeable increase in studies on the postwar period of Germany, reflecting the crucial importance of these years for an understanding of the developments in the two Germanys. With her study of U.S. occupation policy and its effects on German social and political developments in Frankfurt, Munich, and Stuttgart, Rebecca Boehling offers a most valuable contribution to this debate. She examines the decisions made by the U.S. Military Government regarding German municipal personnel from the first year of the occupation, when all city officials were appointed directly by Military Government of with its explicit approval, through the first postwar municipal elections in 1946 and 1948, when democratic self-government was gradually restored. Boehling explores the far-reaching effects of personnel decisions on German political life within the framework of U.S. policies intended to denazify and democratize Germany. The conclusion she draws is that the early local-level German developments under U.S. occupation facilitated economic recovery in a manner that restricted the implementation of political and social goals of democratization.

Religious Internationalism assembles and assesses for the first time the ethics of war and peace in the writings of Paul Tillich. It sketches the evolution of Tillich's thought from the period of his service in the German Imperial Army through the time of the Cold War. The work begins by analyzing Tillich's theological roots and his World War I chaplaincy sermons as the starting point for his thoughts on power and nationalism. Then, Religious Internationalism looks to his postwar turn to socialist thought and his participation in religious socialism, fueling his cultural analyses and culminating in his forced emigration under Hitler. Next, it probes the American interwar period, giving special attention to Tillich's self-described boundary perspective as well as the one treatise he wrote on religion and international affairs. The book also examines his Voice of America speeches, written and broadcast into his former homeland during World War II. Weaver next considers Tillich's message to his English-speaking audience of that period, emphasizing social and world reconstruction. The discussion continues by examining his vision of a path toward personhood in a bipolar world. Finally, the book constructs Tillich's ethics of war and peace as an ethic of religious internationalism, suggesting adjustments intended to give it more universal significance. The study concludes that Tillich's thought has provocative contributions to make to debates regarding civilizational conflict, economics and international justice, trade and globalization, the defense of unprotected minorities, and immigration policy. Political Pamphlets by George Saintsbury It is sometimes thought, and very often said, that political writing, after its special day is done, becomes more dead than any other kind of literature, or even journalism. I do not know whether my own judgment is perverted by the fact of a special devotion to the business, but it certainly seems to me that both the thought and the saying are mistakes. Indeed, a rough-and-ready refutation of them is supplied by the fact that, in no few cases, political pieces have entered into the generally admitted stock of the best literary things. If they are little read, can we honestly say that other things in the same rank are read much more? And is there not the further plea, by no means contradictory, nor even merely alternative, that the best examples of them are, as a rule, merged in huge collected 'Works, ' or, in the case of authors who have not attained to that dignity, simply inaccessible to the general? At any rate my publishers have consented to let me try the experiment of gathering certain famous things of the sort in this volume, and the public must decide. I do not begin very early, partly because examples of the Elizabethan political pamphlet, or what supplied its place, will be given in another volume of the series exclusively devoted to the pamphlet literature of the reigns of Eliza and our James, partly for a still better reason presently to be explained. On the other hand, though another special volume is devoted to Defoe, the immortal Shortest Way with the Dissenters is separated from the rest of his work, and given here. Most of the contents, however, represent authors not otherwise represented in the series, and though very well known indeed by name, less read than quoted. The suitableness of the political pamphlet, both by size and self-containedness, for such a volume as this, needs no justification except that which it, like everything else, must receive, by being put to the proof of reading. We are delighted to publish this classic book as part of our extensive Classic Library collection.
