Why, after several generations of suffrage and a revival of the women's movement in the late 1960s, do women continue to be less politically active than men? Why are they less likely to seek public office or join political organizations? The Private Roots of Public Action is the most comprehensive study of this puzzle of unequal participation. The authors develop new methods to trace gender differences in political activity to the nonpolitical institutions of everyday life--the family, school, workplace, nonpolitical voluntary association, and church. Different experiences with these institutions produce differences in the resources, skills, and political orientations that facilitate participation--with a cumulative advantage for men. In addition, part of the solution to the puzzle of unequal participation lies in politics itself: where women hold visible public office, women citizens are more politically interested and active. The model that explains gender differences in participation is sufficiently general to apply to participatory disparities among other groups--among the young, the middle-aged, and the elderly or among Latinos, African-Americans and Anglo-Whites.

This book aims to unravel how rural gender regimes are constituted, enforced, made sense of and resisted, and how struggles of resistance lead to empowerment and change in various countries in the four corners of Europe as well as Australia and India. The book focuses on the intricate relationship between laws and institutions and everyday life. It analyzes on the one hand how laws and institutions are constituted and on the other hand how gender regimes are built at the local rural level, sometimes in compliance with these frames and sometimes contesting them. The articles, in diverse ways, give voice both to women's struggles for recognition and men's voices in gendered rural societies. Through applying the concepts of the welfare state and gender regimes within rural research, this book contributes to the further development of a comparative theoretical framework for rural gender studies. The importance of integrating rural gender studies into both the mainstreams of rural and feminist research has been emphasized in previous research, as has that of developing comparative analytical frameworks. The conceptual framework adopted in this volume sets out to meet this challenge by approaching rural gender relations as the meeting point of two core research areas: gender regimes and rural transformative processes. Research into gender regimes offers a promising analytical framework for comparing gender relations in diverse rural settings. Women’s participation has been identified as a necessary component of agricultural development projects, including those focused on small-scale irrigation and water management. The inclusion of women alone, however, does not address several intersectional gender and social dynamics that emerge in participatory development activities. Expanding previous work on the importance of integrating women in development and drawing on feminist critiques to extend inclusion-based strategies, this study interrogates and co-defines with Ugandan farmers what makes participation “meaningful,” and for whom. Irrigation, which has been recommended as a strategic focus in responding to the challenges of dry-season, drought-impacted and flood-prone agriculture in East Africa, is central to this study due to its reliance on shared water resources and therefore highly social processes of governance and decision-making. Focused on the Horticulture Irrigation Project (HIP) in eastern Uganda, this paper particularly explores gender norms related to participatory irrigation and emphasizes the heterogeneity of farmers’ experiences in this context, including differences among women associated with characteristics such as marital status, age, parental status, and other sociocultural factors that undergird farmer group dynamics. Through in-depth, semi-structured interviews, four primary themes related to gender surfaced in this research: respectability and responsibility, labor capacity and roles, vulnerability, and autonomy and ownership. The gender norms expressed through these themes operate as significant but nuanced influences on how different farmers choose or are able to participate in irrigation groups, and their perceived outcomes of that participation. This analysis of the relationships between gender and farmer participation in a Ugandan context can inform similar irrigation projects by encouraging an intersectional, site-specific approach to gender equity work that refuses to essentialize “women” and that recognizes complex power dynamics as central, practical concerns for agricultural development.

This book includes empirical contributions focusing on disadvantaged workers. According to the European Commission’s definition, disadvantaged workers include categories of workers with difficulties entering the labour market without assistance and hence, requiring the application of public measures aimed at improving their employment opportunities. In addition to the labour market perspective, this is also relevant in terms of social cohesion, which is one of the central objectives of the European Union and of its Member States. This work deals with the most relevant groups of disadvantaged workers, namely disabled workers, young workers, women living in depressed areas, migrants in the labour market and the long-term unemployed, and analyses the situation in the Italian, Spanish and some African labour markets. The determinants of disadvantage in the labour market are investigated, highlighting both the role of supply variables, including structural factors and the weakness on the demand side, the role of the economic crisis and the ineffectiveness of some labour policies. A complex framework emerges in which disadvantaged groups may share common problems, both in terms of integration into the labour market and in terms of working conditions, but often require group-specific policies, taking into account their intergroup heterogeneity.

Even as the U.S. population becomes steadily more diverse, minorities and women remain underrepresented in clinical trials to develop new drugs and medical devices. Although progress in increasing minority participation in clinical trials has occurred, participation rates do not fully represent the overall population of minorities in the United States. This underrepresentation threatens the health of both these populations and the general population, since greater minority representation could reveal factors that affect health in all populations. Federal legislation has sought to increase the representation of minorities and women in clinical trials, but legislation by itself has not been sufficient to overcome the many barriers to greater participation. Only much broader changes will bring about the meaningful participation of all population groups in the clinical research needed to improve health. To examine the barriers to participation in clinical trials and ways of overcoming those barriers, the National Academies of Sciences, Engineering, and Medicine held a workshop in April 2015. This publication summarizes the presentations and discussions from the workshop.
