Since their inception, fuzzy sets and fuzzy logic became popular. The reason is that the very idea of fuzzy sets and fuzzy logic attacks an old tradition in science, namely bivalent (black-or-white, all-or-none) judg ment and reasoning and the thus resulting approach to formation of scientific theories and models of reality. The idea of fuzzy logic, briefly speaking, is just the opposite of this tradition: instead of full truth and falsity, our judgment and reasoning also involve intermediate truth values. Application of this idea to various fields has become known under the term fuzzy approach (or graded truth approach). Both prac tice (many successful engineering applications) and theory (interesting nontrivial contributions and broad interest of mathematicians, logicians, and engineers) have proven the usefulness of fuzzy approach. One of the most successful areas of fuzzy methods is the application of fuzzy relational modeling. Fuzzy relations represent formal means for modeling of rather nontrivial phenomena (reasoning, decision, control, knowledge extraction, systems analysis and design, etc. ) in the pres ence of a particular kind of indeterminacy called vagueness. Models and methods based on fuzzy relations are often described by logical formulas (or by natural language statements that can be translated into logical formulas). Therefore, in order to approach these models and methods in an appropriate formal way, it is desirable to have a general theory of fuzzy relational systems with basic connections to (formal) language which enables us to describe relationships in these systems.

In decision theory there are basically two appr~hes to the modeling of individual choice: one is based on an absolute representation of preferences leading to a ntDnerical expression of preference intensity. This is utility theory. Another approach is based on binary relations that encode pairwise preference. While the former has mainly blossomed in the Anglo-Saxon academic world, the latter is mostly advocated in continental Europe, including Russia. The advantage of the utility theory approach is that it integrates uncertainty about the state of nature, that may affect the consequences of decision. Then, the problems of choice and ranking from the knowledge of preferences become trivial once the utility function is known. In the case of the relational approach, the model does not explicitly accounts for uncertainty, hence it looks less sophisticated. On the other hand it is more descriptive than normative in the first stand because it takes the pairwise preference pattern expressed by the decision-maker as it is and tries to make the best out of it. Especially the preference relation is not supposed to have any property. The main problem with the utility theory approach is the gap between what decision-makers are and can express, and what the theory would like them to be and to be capable of expressing. With the relational approach this gap does not exist, but the main difficulty is now to build up convincing choice rules and ranking rules that may help the decision process.

During last decade significant progress has been made in the oil indus try by using soft computing technology. Underlying this evolving technology there have, been ideas transforming the very language we use to describe problems with imprecision, uncertainty and partial truth. These developments offer exciting opportunities, but at the same time it is becoming clearer that further advancements are confronted by funda mental problems. The whole idea of how human process information lies at the core of the challenge. There are already new ways of thinking about the problems within theory of perception-based information. This theory aims to understand and harness the laws of human perceptions to dramatically im prove the processing of information. A matured theory of perception-based information is likely to be proper positioned to contribute to the solution of the problems and provide all the ingredients for a revolution in science, technology and business. In this context, Berkeley Initiative in Soft Computing (BISC), Univer sity of California, Berkeley from one side and Chevron-Texaco from another formed a Technical Committee to organize a Meeting entitled "State of the Art Assessment and New Directions for Research" to understand the signifi cance of the fields accomplishments, new developments and future directions. The Technical Committee selected and invited 15 scientists (and oil indus try experts as technical committee members) from the related disciplines to participate in the Meeting, which took place at the University of California, Berkeley, and March 15-17, 2002.
