Forest concessions have been an important element of forestry and forest management in many countries, including developing countries. However, if sustainable management of tropical forests is to be achieved and deforestation brought under control, the allocation, management, and supervision of forest concessions will need to be strengthened. This study examines the failures of forest concessions over the last 20 years, and highlights the potential gains resulting from concentrating on improving procedures, introducing performance incentives, and monitoring key performance elements.

The World Bank's Forests Strategy, adopted in October 2002, charts a path for the Bank's proactive engagement in the sector to help attain the goal of poverty reduction without jeopardizing the environmental values intrinsic to sustainability. This strategy replaces the Bank's 1991 Forestry Strategy, and was developed on the basis of the findings of an independent review of the 1991 strategy and a two-year consultative process with development partners and stakeholders around the world. The revised strategy, Sustaining Forests, is built on three guiding pillars: harnessing the potential of forests to reduce poverty, integrating forests into sustainable economic development, and protecting global forest values. Recognizing the key role forests play in contributing to the livelihoods of people living in extreme poverty, government and local ownership of forest policies and interventions are emphasized along with the development of appropriate institutions to ensure good governance and the mainstreaming of forests into national development planning. The strategy also aims to support ecologically, socially and economically sound management of production forests by ensuring good management practices through application of safeguard procedures and independent monitoring and certification. Implementation of the strategy will center on building and strengthening partnerships with the private sector, non-governmental organizations, and other donor agencies to promote better forest conservation and management at country and global levels.

For the last two decades the loss of, in particular, tropical rainforest has alarmed the public in the developed parts of the world. The debate has been characterised by a lack of understand ing of the causes and effects of the process, leading to the prevailing reaction being unquali fied condemnation. Such attitude has even been observed among scientists, claiming suprem acy to biodiversity conservation. Many scientific analyses are available, but the basis for so ber debates and appropriate actions is still highly insufficient. Two recent international initia tives! will hopefully lead to improved knowledge of deforestation and forest degradation as they recognise the need for studies to critically investigate those issues. This book will pro vide useful input to the initiatives. In my opinion, the scientific analyses have not sufficiently promoted the understanding that the fate of tropical forests is first and foremost a concern of the governments of the countries in which the forests are situated. Tropical forests may be important to the global environment and their rich biodiversity may be a human heritage. But their main importance is their poten tial contribution to improving livelihood in the countries in question.

Six contributors explore the role of governments in accelerating the rate of forest destruction by providing direct and indirect subsidies to support what would otherwise be non-commercial logging operations. Without these financial incentives, most timber operations in the tropics would cease. In a series of country-by-country investigations, including examples from the developed and developing worlds, this book documents the government policies that are leading to the misuse of forest resources. Each is written by an authority on the county, and each contains descriptive, analytical and empirical material on key policies and their effects. The final country analysis focuses on the United States, where the consequences of the subsidized timber sales by the US Forest Service from most of the national forests are discussed. The book concludes with an overview of the impact of forest policies and the role of bilateral and multilateral agencies in their formulation. By directing attention toward the political dimension involved in forest clearance, this book will provide a clearer insight into the basic reasons why forests continue to be destroyed despite the outcry raised by conservationists.

Forests are critical to mitigation, having a dual role; they function globally as a carbon sink but are also responsible for about 10 to 12 percent of global emissions. Forests and forest products offer both developing and developing countries with a wide range of options for timely and cost-effective mitigation. Afforestation / reforestation offers the best option because of its short timescale and ease of implementation. Reducing deforestation, especially due to the possibility for immediate action. Yet forest contributions to mitigation. Wood products and wood energy can replace fossil-intense products in other sectors, creating a virtuous cycle towards low-carbon economies. The mitigation potential and costs of the various options differ greatly by activity, region, system boundaries and time horizon. Policymakers must decide on the optimal mix of options, adapted to local circumstances, for meeting national climate change and development goals. Since the 1970s and 1980s, community-based forestry has grown in popularity, based on the concept that local communities, when granted suffi­cient property rights over local forest commons, can organize autonomously and develop local institutions to regulate the use of natural resources and manage them sustainably. Over time, various forms of community-based forestry have evolved in different countries, but all have at their heart the notion of some level of participation by smallholders and community groups in planning and implementation. This publication is FAO’s fi­rst comprehensive look at the impact of community-based forestry since previous reviews in 1991 and 2001. It considers both collaborative regimes (forestry practised on land with formal communal tenure requiring collective action) and smallholder forestry (on land that is generally privately owned). The publication examines the extent of community-based forestry globally and regionally and assesses its effectiveness in delivering on key biophysical and socioeconomic outcomes, i.e. moving towards sustainable forest management and improving local livelihoods. The report is targeted at policy-makers, practitioners, researchers, communities and civil society.
