"The TFW Program was created in 1973 to allow employers to hire foreign nationals to fill gaps in their workforces on a temporary basis. The program has grown and been updated over the years to respond to Canadian labour market conditions. However, employers and temporary foreign workers have expressed long-standing concerns over various aspects of the program. Significant reforms announced in June 2014 have also had an impact on them. In February 2016, in response to feedback from various stakeholders with respect to the TFW Program, the Minister of Employment, Workforce Development and Labour indicated that a comprehensive review of the program was imminent and that a study by a parliamentary committee could offer support in this regard. On 21 March 2016, the House of Commons Standing Committee on Human Resources, Skills and Social Development and the Status of Persons with Disabilities (the Committee) adopted a motion to study the TFW Program, with a "focus on the current program and ways to improve it." The Committee held a total of five meetings between 11 May and 1 June 2016, during which time it heard from 47 witnesses, including representatives from two federal government departments, labour organizations, advocacy groups, industry associations, business representatives, as well as temporary foreign workers. In addition to these public hearings, the Committee received a total of 63 briefs"--Page 1.

[...] This is a classic large body of research moral-hazard problem on the part of the firm, since it is intentionally misleading has documented the difficulties that new the government by claiming to be open to hiring Canadians at the market wage, labour-market entrants but instead taking actions (not observed by the government) that lead to unfilled face when entering positions and allow it to hire TF [...] Recent Changes to the Temporary Foreign Worker Program In ConsIderIng four of the reCent Changes that the federal government has made to the TFW applications program, I focus on the economic aspects of the reforms. [...] That controversial rule, introduced in 2012,12 allowed firms to hire a TFW after they had advertised for the job in Canada at a wage of up to 15 percent below what the government considered to be the going wage rate in the labour market, for that type of job, in that part of Canada. [...] This would help to align the firm's private incentive in the decision to hire a TFW with the public interest (which includes both the benefit to the firm and the cost of increased benefits being paid out to unemployed Canadians).

The flow of migrants from south to north and east to west carries with it growing concerns about the economic integration, political incorporation, and social inclusion of newcomers and their children. But what happens when a group of people deliberately excludes themselves from mainstream society? How can social policies, human services, and communities best understand and respond to them? In Out of Place, Luann Good Gingrich explores social inclusion and exclusion in relation to the approximately 60,000 Low German-speaking Mennonites who have migrated from traditionally self-sufficient and agrarian colonies in Latin America to rural areas of Canada. By examining the free-market principles that organize the human services industry the author exposes the inherent conflict that arises when this “market logic” is imposed on a group that does not embrace these ideals.
