Since the end of the second world war special international interest has been devoted to the economically' underdeveloped countries. The question is, in what way can the welfare of these societies be rapidly increased and their standard of living raised. An enormous volume of literature on this subject has been published in the last decade and many international organi zations are engaged upon the study of the problem, which - to quote VAN BEUKERING - resolves itself into as many problems as there are underdeveloped areas 1. Much fruitful work has already been done in this field, and in some of the countries concemed the old economic tree has already put forth a few fresh shoots. Yet the problem of development in general is no new dis covery. Development in the sense of differentiation and speciali zation of man and forms of society 2 has, of course, always existed. The relations between human beings are reciprocal, as are those between nations. This reciprocal relationship is one of the most important characteristics of colonization, which is an expansion of social rather than of territorial boundaries.

The topic of the 43rd Congress of the International Institute of Public Finance was "Public Finance and the Performance of Enterprises." The title reflected profound changes in the thinking and approaches of economists traced back to economic developments such as the worldwide slowing down of economic growth, dwindling of productivity increases, growing unemployment, and rampant increase in public debt experienced during the 1970s and 80s. The Congress was not primarily concerned therefore with the economic efficiency of particular enterprises, but with the interface of Public Finance and the behavior of enterprises. The intent was to detect how fiscal policy decisions effect the behavior of enterprises and how this in turn influences the overall performance of an economy--to seek microeconomic foundations for macroeconomic relationships. Given the importance that entrepreneurship and start-up businesses in technology-intensive sectors like life sciences, renewable energy, artificial intelligence, financial technologies, software and others have come to assume in economic development, the access of entrepreneurs to appropriate levels of finance has become a major focus of policymakers in recent decades. Yet, this prominence has led to a variety of policy models across countries and even within countries, as different levels of government have adapted to new challenges by refining or transforming pre-existing institutions and crafting new policy tools. Small Nations, High Ambitions investigates the roots of such policy diversity at the "subnational" level, offering in-depth accounts of the evolution of Quebec's and Scotland's policy strategies in the entrepreneurial finance sector and venture capital more specifically. As compared to other regions and provinces in the United Kingdom and Canada, Quebec and Scottish venture capital ecosystems rely on a high degree of state intervention, either direct (through public investment funds) or indirect (through government-backed, hybrid, or tax-advantaged funds). These two regions can thus be described as "sponsor states," heavily involved in the strategic backing of innovative businesses. Whereas most of the literature on venture capital has focused on economic variables to explain variations in policy models, this book seeks to explain policy divergence in Quebec and Scotland through political and ideological lenses. Its main argument is that the development of venture capital ecosystems in these regions was underpinned by Québécois and Scottish nationalisms, which induced preferences for policy asymmetry and state intervention.

Problems of the Agricultural Development of Less-Favoured Areas in Europe is a collection of papers from a symposium of the United Nations Economic Commission for Europe and Food and Agriculture Organization held in Geneva on May 22-26, 1978. This collection of papers covers European countries with areas where agricultural development is limited. This book defines less-favored agricultural areas as those places where there is limited agricultural development, of different sizes and economic and social importance. These areas are also defined as suffering serious deterioration of the natural environment and of economic and social activities. This book then presents country reports covering problem areas in Austria, Belgium, Czechoslovakia, Finland, France, and Germany.
