The proposed project involves the improvement of IA 163 from the Polk/Jasper County line to just east of Prairie City. The project is approximately 7 miles in length and will provide for a four-lane facility. Three construction alternatives are being considered -- one on the present alignment and two southern bypass alternatives. A preferred alternative has not been identified at this stage of project development. A 30-day review period for public comment on this Environmental Assessment will be provided and a corridor public hearing will be held. If no significant impacts are identified during the public hearing and after public review and comment of the EA a preferred alternative will be selected and a finding of no significant impact (FONSI) will be prepared for the project.

The proposed project consists of constructing a 1.5 mile segment of the Southwest Connector roadway in West Des Moines, Iowa, as an independent component with logical termini. The Southwest Connector is part of the Des Moines Area Metropolitan Planning Organization's (MPO) 2030 Metropolitan Long-Range Transportation Plan. This segment would be constructed within the City of West Des Moines to improve local transportation system connectivity and provide local access to potential future development in the study area. Eventually, other extensions of the Southwest Connector project through the City of Des Moines and areas of Warren County south of Iowa 5 are intended to reduce traffic demands on Interstate 235 (I-235), provide access to the future location of the Des Moines International Airport terminal, improve access and egress to the Des Moines Central Business District (CBD), and provide for a future connection to I-35 in Warren County.

Over the years, land use has changed from agricultural to residential, the use of the roadway has changed from farm-to-market traffic to daily commuter traffic, and traffic volumes have increased from 5,500 vehicles per day (vpd) in 1996 to 6,400 vpd in 2000, and to 10,700 vpd in 2005. Much of Indianola Avenue from East Army Post Road to S.E. 14th Street is a two-lane facility constructed as a rural section. The roadway is 20 to 22 feet wide with earth shoulders and overland drainage. The posted speed limit on Indianola Avenue is 35 miles per hour (mph) from S.E. 14th Street to McKinley Avenue, and 40 mph from McKinley Avenue to East Army Post Road. A limited number of auxiliary lanes provide accommodation for turning traffic. There is partial accommodation for pedestrians along the corridor, via sidewalks in the older residential development north of McKinley Avenue.
