Fundamental character, and men who do not agree upon the fundamental principles involved could not by any possibility agree upon the definition of any term affecting these princi ples. So that, in the long run, the decisions of courts as to the exact construction of any particular phrase or clause of a constitution must turn largely upon the ideas, beliefs and con victions of the members of the court concerning the funda mental principles involved.
