This book provides an alternative perspective on community resilience, drawing on critical sociological and social policy insights about how people individually and collectively cope with different kinds of adversity. Based on the idea that resilience is more than simply an invention of neoliberal governments, this book explores diverse expressions of resilience and considers what supports and undermines people’s resilience in different contexts. Focusing on the United Kingdom, it examines the contradictions and limitations of neoliberal resilience policies and the role of policy in shaping how vulnerabilities are distributed and how resilience is manifested. The book explores different types of resilience including planning, response, recovery, adaptation and transformation, which are examined in relation to different types of threat such as financial hardship, disasters and climate change. It argues that resilience cannot act as an antidote to vulnerability, and aims to demonstrate the importance of shared institutions in underpinning resilience and in preventing socially created vulnerabilities. Resilience is currently infusing policy debates and public discourses, widely promoted as a normative goal in fields as diverse as the economy, national security, personal development and well-being. Resilience thinking provides a framework for understanding dynamics of complex, inter-connected social, ecological and economic systems. Community resilience is the ability of communities and groups to adapt and thrive in response to external stressors. Building resilient communities as a strategy for population health requires assessment of personal and collective capacities alongside vulnerabilities. This report examines what quantitative and qualitative methods can be used to measure health-related community resilience at national and local levels. Evidence from a rapid review of 33 studies highlighted various methodological challenges. Measurement strategies mostly drawn from the field of community disaster resilience include population-level frameworks mixed methods assessment tools and qualitative and participatory case studies. The main conclusions are that measurement of health-related community resilience should cover multiple domains (economic social health skills political and environment) and consider local context and assets. Three stages of policy development are suggested: selection of a set of key indicators to collect data on community resilience creation of a learning network to share knowledge and tools and development of a comprehensive measurement framework.

There has been a great deal of restructuring of rural places and communities under globalisation, highlighting the interaction of local and global actors to produce new hybrid socio-economic relations. Recent research highlights the heterogeneity of globalisation in which rural places are different to each other, but also different to how they were in the past. Bringing together an interdisciplinary team of academics, and comparative case studies from Europe (West and East) and Asia, this book explores and discusses opportunities and challenges associated with globalising rural places, and identifies possibilities for policy and practical intervention by rural development actors. Special attention is paid to multi-scalar processes through which rural places are reshaped through globalisation. Taking a geographical approach, the book produces new critical work on the interdependence between globalisation and rural spaces. It is organised into five sections: Part I focuses on ’Global-Rural Linkages’ showing the multifaceted interrelation between actors at different geographical scale and demonstrating that globalisation is not only external to rural spaces. Part II on ’Rural Entrepreneurship and Labour Markets’ explores the potential of business start-ups in rural spaces which are not only necessity driven.
