"I felt like someone approaching the ocean," he wrote, "preparing to swim across." (Yet he did swim across!) This is almost impossibly difficult, but it can be done. It must be done, even if you can never say in advance how to do it. It has been done. And Lyndon LaRouche in particular has done it repeatedly and successfully. He debated and soundly defeated the chosen representative of the British system in 1971. Impossible! You cannot use deductive methods; they don't work. They can't work under these circumstances. You actually are going to depend largely on a contributing factor in which Russia and China are going to play a controlling role.

I think there will be some more eventful developments coming out very soon. Of course, the destiny of Obama is also among the mysteries which have to be resolved now, because this is a change. It's a fundamental change in policy. And, actually, we as ourselves (because most people don't know what has happened here); we, a smaller group of people, know internationally, as well as in the United States, -this group that we represent, has a lot of knowledge about these matters, and I can assure you that there will be much more attention to those relationships very soon. We have some responsibilities now in this matter. There are some things I won't mention, which are important things, but they're not ready to be mentioned, shall we say. But more is going to be brought forth more clearly when I present that, -which will be later. This is a revolution. There's a matter of risk in it; there are elements of risk in it. But! If you look at the thing the way I see it, from my personal viewpoint, we're on the edge of something very, very big, and very, very important for all of mankind. A New Conception of What International Relations Are Lyndon LaRouche spoke as follows in discussion with associates on November 10. "The whole economic system is not ready to work. We've got to get that system functioning, not just a few things here and there. We've got to pull [together] a special kind of organization which facilitates the ability of getting more parts of the world in the hands of the other part of the world. "One of the problems is that there is presently no qualified content of developing the relations among these nations. You've got to get an actual content, which has to be functional. That's one of the things we have to work on, but that's not in place now. "The problem is that we do not have a defined international system which will secure peace. It doesn't yet exist, and we've got to make it. . . It's going to take a lot of work by people to do it, because it's not just doing it by name; the problem is to understand how that can work. This can be done. This can be done with the collaboration of some parts of the world as a whole. The overall picture is not going to be easy, but there are some connections which could be made early. But there is a lot to do to get [it] in the right way of success. "I wouldn't depend on Trump. He's going to do what he's going to do, but don't depend on him. You have to depend on the creation of a new system, not Trump's system but a new system, a global system which will meet the requirements of the development of a true international system. And you have to organize people on that basis. You cannot just say, 'We're going to try to make this thing work.' It won't work. It won't work. But we can start. I would say Germany, -Germany has a potential; if it wants to do so, it probably could make a good contribution. . . What Putin is doing is excellent, and it's well integrated; China is becoming very well integrated in many respects. You're getting development in parts of Asia. All these things are in place, but you've got to get the mechanism which makes it all come together in a syncretic way. "Space science is the way that people have to operate, because space science incorporates the crucial elements which are lacking from other sources. "You've got to get into the mind of the present population internationally and nationally; you have to get into the mind of that person who has no conception whatsoever of what that mind requires. What you can do is, you can do things which will prompt development, but its chiefly local development and regional development. We've got to get mechanisms of international trade and agreements thereof, and that's what's required urgently, right now! "Odds and ends will not do this. So, therefore, don't try odds and ends. You've actually got to get into the gut of the mind of the people of different nations. I've had a lot of experience in this thing. It doesn't come out because of people who are not really understanding of what this is about, but looking in the course of history, you would say that I have a very keen insight into humanity. The level of changes that are taking place so quickly is almost breathtaking. We're three weeks now into a new administration, and as Mr. LaRouche had said after the election in November, this is clearly a global revolution, a global process. It wasn't something only occurring or developing in the United States. What I'd like to go through are a couple of key developments. We'll start with this recent summit that President Trump and Japanese Prime Minister Abe had, because this clearly indicated a completely new shift in the way the world is now beginning to interact-the way that major nations of this world are beginning to interact. To put a certain context to that, we recently discovered in our own Executive Intelligence Review magazine, an article from 1982 that situates this summit- that it was Prime Minister Abe's father who was then Minister of Trade for Japan, working with the same Mitsubishi Corporation that Lyndon LaRouche and this organization were collaborating with on a project in Thailand to build the Kra Canal. [Abe's father] was then going to go to Florida to discuss with the G-7 nations' trade ministers, a program for a $50 billion Global Infrastructure Fund. The projects on that list included: the Lake Chad project, which is now under discussion by China, the Kra Canal project, the Nicaragua Canal project, and the greening of the Sahara Desert. And they identified that the greatest risk to world peace was the economic deterioration and lack of development. Now, that was Prime Minister Abe's father. It's important to make that note, simply because it is Prime Minister Abe who over the last eleven months has had a series of discussions with President Putin, and the first one last year took place in May. This is important to note, because after Abe had announced that he was planning to travel to Russia, then-President Obama had attempted to weigh in on Prime Minister Abe, and told him, "Don't go; wait for the summit you and I are going to have soon there in Japan. Wait for that first. Let me tell you what I think about this summit with Putin, and then maybe you can go." Abe said, "That's okay, I think I'll go."

Leadership for a Nation in Turmoil Feb. 7-Lyndon LaRouche addressed associates in these terms on Feb. 7. I think the problem is, there is no will to solve the problem. The problem can be solved. First of all, the primary thing is that the financial system, the way it's operating now, is hopelessly bankrupt. Now, therefore, if the United States government were to foreclose against the fraudulent elements of investment, and just cancel them, we would have a solution. But the issue is that all the rich, - shall we say, - the rich demand that they have the first say in who gets paid and who does not. Well, if we say, we just cancelled all the pure speculators, who make no real contribution, - no physically meaningful progress, - then, if we got rid of them, we could handle the problem. And, in point of fact, not only is that a possibility, but unless we do that, - that is shut down the Obama administration on account of their frauds, - then we could all go down in chaos. If we, on the other hand, are willing to admit reality . . . For example, we've got the case of Hillary and Sanders and so forth, - all those people who are in the campaign, - well, they're all worthless. They're all intrinsically worthless. What we have to do is cancel the worthless accounts, and build in a support system for funding which will allow us to create real productive steps. That can do it. And it can be done internationally. It can be done partly by help of Russia, in a very important political way; in China, with what China is building up around itself. All of these things are things which represent immediate forms of recovery of the global economy, just by simply cashing in and cancelling the trash. That's all we have to do. If we control the cash, - what is considered to be the cash. If we decide to do it, it will work. And when people say it won't work, it's because they've decided to cling to something worthless, like Wall Street. Wall Street and its organization is an intrinsically bankrupt institution. It has to be cancelled! And if that were done with an understanding that we're doing that, that would solve the problem for the people of the United States and elsewhere. Increasing Productive Powers of Labor When people say they want this mysterious explanation of how the economy will work, - I am fully aware of what the standards are that are needed to solve the problem. I think that people are just ducking the issue, and hoping that there's some mysterious solution. The problem is that if people understand what I have been telling them for years, - and I've always been accurate on this one, - if they just pay attention to what I've been saying, and don't change the subject, we can deal with this thing. We can deal with it. But we are not the only force in play. I have the knowledge of how to deal with this problem. Others are trying to fish around and demanding an explanation of some unknown means of trying to solve the problem. I already know what the solution is. But I also know that the government, in its present form, is not willing, by any means, to save the economy. The government of the United States is not willing to tolerate, - not willing to deal with the issue which has to be applied. We don't need a mysterious explanation of how this thing can be dealt with. I'm fully aware of this, and I've been aware of this for years. But we've got to get back to what the real issue is. And the real issue is what our people, themselves, often try to avoid taking up, and then they hope that some mysterious force will actually provide a solution. It won't. Development is the basis for world peace, and this is a concept which Lyndon LaRouche has put forward with scientific rigor, for decades. As you may have heard, Secretary of State Rex Tillerson was recently in China. When he was there, he actually endorsed the policy formulation of President Xi of China. He said that "we agree with the policy of nonconfrontation, mutual respect, and win-win" as opposed to a zero-sum game, which is what geopolitics is. In other words, somebody wins, somebody loses-or everybody loses, in fact. But in fact, the Chinese are putting forward this perspective, and Tillerson endorsed that perspective. There is a conference that will take place in Beijing on May 14 and 15, on the "One Belt, One Road." As many as 60 or more nations are expected to be there. President Trump has been invited to go there. That's a definite possibility, although there is no confirmation of that at this point. It is possible that there will be a summit between President Trump and President Xi in early April in the United States, and if that were to occur, that would probably mean that Trump would move in the direction of endorsing the One Belt, One Road policy. As you may know, another Asian leader, Shinzo Abe from Japan, also recently came to the United States. He is working very closely with the Russians on economic development, and he made offers of investment in the United States to help redevelop U.S. infrastructure, and there is potential that the Chinese would do the same as a result of the One Belt, One Road policy.

What you have to do, is you have to use the principle as such, and this is often not done, or it's done badly, in election campaigns. The point here is to get the election of the principle. The election of the principle, and let the principle define what the action is. Alexander Hamilton, for example: that's perfect. He's dead, right? But you can still use him as a leader, by saying, he did this, and now, I've done a supporting effort on the same issue with my "Four Laws." But the point is, you've got to get the principle in there. It's not the person; it's the principle. And the principle is carried by the person. If the thing is done competently, that is what works. The point is, Hamilton's tradition and his policies, are policies that should be the Presidential policies of the United States. And the point is what we're proposing on the use of my name, is a feasible idea. I'm just qualifying what makes it a feasible idea. What you have is a policy: Alexander Hamilton's policy, as expressed now, in current times; that's what you want. Use my name, to emphasize Alexander Hamilton's name as being the figure which should be the guiding figure for the entire nation. I can make it clear; I can do it. That I know how to do. Most people don't; they get jammed up on interpretation. He was the leading figure in American history, in the earliest part. And during the Twentieth Century, I have been a leading figure in the United States. I am now saying that the Alexander Hamilton law, as expressed in the following terms, in my Four Laws, is what has to be done for the nation. And we've already got the policy on the books, because we've got the law that was presented in my name, more than two years ago. And that law is the law that should be the guiding law for the defining of the law of the United States as such. Say Alexander Hamilton, and Hamilton's law and accomplishments are the things we point to, - then we use what I have done, which was done just a little over two years ago. I defined that afresh, which nobody else has done, except in my name. That's the way to look at it. What I said is very simple. I, in 2014, presented a case, a policy case, for the people of the United States. That's what I did. No one else has done exactly what I did. However, I'm not assured to be running around indefinitely. The point is simply to get a policy, a policy which in this case has existed, and this is to be presented as the policy. It's not a matter of personality as such; it's a matter of identifying the policy. And what I did over two years ago, is exactly what the policy should be. Nothing less, nor anything more. I was the one who defined the "Four Laws." And I'm presenting these laws as a correction, to correct and eliminate the mistakes which have been sustained or introduced. Which are mistakes. In other words, the policy is what is considered. And the policy has a supporter. And I'm the only one who did the statement on Alexander Hamilton's laws, as defined over two years ago. And this process defies all of the kinds of mish-mash which have been in the electoral process recently. Period. I have presented here, a statement. That statement has an unique characteristic of its own. It is that approach which could win the case. The main thing is, the United States was founded on laws which were created by Alexander Hamilton. In my recent lifetime, I have been a leading figure in exposition of this principle.
