This report pertains to the evaluation of a non-nuclear means of determining the dry density of soils. The device is called the Humboldt Stiffness Gauge (HSG). The device is essentially a small-scale plate load test and takes approximately 1 minute to conduct. The test parameter from the test is a stiffness value that is averaged over approximately 6 to 12 in. beneath the HSG. A regression equation, determined by the manufacturer, uses the stiffness parameter to determine the dry density of the soil. However, to establish the regression equation, prior knowledge of the soil's moisture content and dry density is needed. Research was conducted both in the laboratory and in the field to evaluate the HSG.

This synthesis report will be of interest to pavement and geotechnical design and research engineers, geologists and engineering geologists, and related laboratory personnel. It describes the current practice for measuring in situ mechanical properties of pavement subgrade soils. The tests conducted to measure the mechanical properties of soil strength and stiffness are the primary topics, and these are discussed in the context of design procedures, factors affecting mechanical properties, and the variability of measurements. Information for the synthesis was collected by surveying U.S., Canadian, and selected European transportation agencies and by conducting a literature search. This TRB report provides information on existing and emerging technologies for static and dynamic, and destructive and nondestructive testing for measuring in situ mechanical properties of pavement subgrade soils. Correlations between in situ and laboratory tests are presented. The effects of existing layers on the measurement of subgrade properties, and soil spatial and seasonal variability are discussed. Most importantly, the use of soil properties in pavement design and evaluation are explained. New applications or improvements to existing test methods to support the use of mechanistic/stochastic-based pavement design procedures are also explained.

"The objective of this study was to find an alternative to density measurement with the Nuclear Density Gauge. At the time of this study, the Missouri Department of Transportation maintained and used nearly 90 density gauges. In addition, MoDOT was required to maintain certification and safety training for approximately 450 employees on a yearly basis and to comply with NRC requirements. The cost compliance with NRC regulations in time and dollars had become excessive. A series of comparison tests was performed on 50 data points in two separate sites of embankment construction for highway construction projects. Comparison testing was performed using the Humboldt Stiffness Gauge (HSG). Nuclear Density Gauge (NDG), Falling Weight Deflectometer (FWD) and Dynamic Cone Penetrometer (DCP). Each of the devices was used in the same location or as close as possible to the same location for each data point. In addition, 10 soil samples were taken after testing in order to evaluate the soil properties, obtain a percentage of rock in the sample and determine the uniformity of the soils. Data analysis was divided into two parts. The first analysis compared the measurement of the resilient modulus with the FWD, HSG and DCP. The second used the conversion developed by Humboldt manufacturing to compare the actual measurement of dry density, measured with a nuclear density gauge, to the dry density calculated using the HSG. Resilient modulus data among the three devices did not correlate well. On both data collection sites there was no correlation found among different devices. The Humboldt conversion gave a good correlation between density and stiffness of the tested soils on both sites"--Abstract, leaf iii.
