TransFocus 2021 is comprised of a series of strategic transportation plans designed to select multi-modal transportation systems that are consistent with regional and Ontario provincial socio-economic and environmental objectives. This report describes the methodology and criteria which were used to evaluate the relative performance of three alternative transportation networks for the Niagara-Lake Erie area, and to identify a preferred alternative. The three alternatives were identified using a combination of public consultation and an internal Ministry of Transportation technical review. The three are: a series of expansions of the existing and committed road system centering on the Queen Elizabeth Way, plus some expansion of rail and bus transportation systems; a series of new links centring on a new mid-peninsula freeway located above the Niagara Escarpment, plus some expansion of rail and bus systems; and minimal expansion of the existing and committed road system, coupled with more significant expansions of rail and bus transportation systems, plus the possible use of high occupancy vehicle lanes. The three alternatives were compared according to 32 criteria encompassing a broad range of social, environmental, and economic objectives.
