L'appel de proposition sur l'évaluation des modifications à la LPJ précise que le projet a une durée maximale de trois ans et que le rapport final devra être déposé en 2011. En outre, deux rapports intérimaires étaient prévus. Le premier,déposé en septembre 2009, portait sur le portrait global de la stabilité et des conditions de vie des enfants placés avant l'entrée en vigueur des nouvelles dispositions de la LPJ ainsi que sur les données de base concernant l'implantation de la nouvelle LPJ dans les différentes régions du Québec. Le second rapport intérimaire, remis en avril 2010, présentait les perceptionsdes acteurs chargés de la miseen œuvre des modifications à la Loi et traçait le portrait comparatif de la stabilité et des conditions de vie des enfants, avant et après les modifications à la LPJ, au regard de la fréquence des placements et de la diversité des milieux de vie. Le présent document est une synthèse de ces deux rapports intérimaires. Il comporte deux sections. La première présente les données concernant l'implantation de la nouvelle LPJ et la seconde fait état de données relatives au placement des enfants suivis par les centres jeunesse avant et après l'entrée en vigueur des modifications à la Loi. Dans les deux cas, il s'agit de résultats partiels qui seront complétés dans le rapport qui sera déposé en avril 2011.

The policy aims at significantly improving the health and well-being of populations, reducing health inequalities, strengthening public health and ensuring sustainable people-centred health systems. Health 2020 is for the whole of government and the whole of society. It envisages actions and outcomes well beyond the boundaries of the health sector and beyond the remit of the ministry of health. Health 2020 therefore proposes reaching out and working together with other ministries, departments, sectors, organizations, stakeholders and civil society organizations. Health 2020 also proposes reaching out to, and working together with, citizens, patients and consumers, providing more opportunities for empowerment. Progress towards all these goals will be achieved by policy action in four areas: investing in health through a life-course approach and empowering citizens; tackling Europe's major disease burdens of noncommunicable and communicable diseases; strengthening people-centred health systems and public health capacities, including preparedness and response capacity for dealing with emergencies; and creating supportive environments and resilient communities.
