This study evaluated the utility of the Incident Command System (ICS) in varying disaster management team contexts using a simulated work environment. While ICS is mandated in the United States, recent studies suggest it may be ineffective in emergency events that violate its fundamental assumptions. The Distributed Dynamic Decision-making (DDD-IV) simulator--a military team-in-the-loop simulation system--was customized to model the problems, assets, and command structures found in civilian led disaster management teams. A modified single case design was used to explore posited variations in performance based on team composition--heterogeneous teams were predicted to diminish performance. Further, given that situations that violate the assumptions of ICS may cause disaster management teams to improvise, the relationship between command improvisation and team performance was evaluated. Psychological factors that may play a role in improvisational action were also explored. Finally, in addition to some preliminary empirical findings, the successes and difficulties encountered in adapting the DDD command and control simulator are briefly discussed as part of an effort to achieve greater interdisciplinary integration in this research arena.
