Abstract: The aim of this project is to understand what factors make the European Union a more effective and decisive security actor. Following the analysis of the process that led to the current Common Foreign and Security Policy and Common Security and Defence Policy (CSDP), three main arguments are proposed and supported by making reference to the missions debated, initiated and concluded under the Union's flag. In particular, it is argued that European action is more likely to take place if a United Nations Security Council Resolution exists and other third parties and international organisations have deployed presence to the crisis area, if the conflict addressed is of the intra-state rather than inter-state type and if the interests and positions of Member States are aligned. Given that all Member States have veto power over military missions, consistency among their positions is, in the end, the most important factor. Moreover, three countries are shown to have a pivotal role in the debate over intervention: France, Germany and the United Kingdom. Based on the analysis of the structures and arguments, the third part of this project provides some insights into the current missions in Libya, the Central African Republic and Ukraine. The overall image that emerges is that the CSDP is doomed to remain a highly intergovernmental policy and the Union will be decisive in situations of crisis only when a quick common position can be achieved among the three geopolitical players.

In the twenty-first century, the European Union is confronted by myriad security problems that demand concerted action and cooperation. As a negotiating power, it seeks to persuade Iran to forswear a nuclear weapons programme. As a crisis manager it seeks to contribute to global peace and stability through civilian and military operations. Closer to home, it is wrestling with questions about membership enlargement, large-scale migration and terrorist threats to the security of its populations and infrastructure. European governments, already under financial strain from ageing workforces and welfare systems, face ever more difficult choices about budget cuts in security and defence after the near-collapse of the global banking system. Will it be possible to enhance cooperation between member states? How can the EU complete its transition from a security actor with great potential to a player that credibly aligns available policy instruments and resources? Presenting the first analytical overview of the legal foundations of the EU's Common Security and Defence Policy (CSDP), this book provides a detailed examination of the law and practice of the EU's security policy. The European Union's security and defence policy has long been the focus of political scientists and international relations experts. However, it has more recently become of increasing relevance to lawyers too. Since the early 2000s, the EU has carried out more than two dozen security and defence missions in Europe, Africa, and Asia. The EU institutions are keen to stress the security dimension of other external policies also, such as development cooperation, and the Lisbon Treaty introduces a more detailed set of rules and procedures which govern the CSDP. The European Union has increasingly taken on a role as international security provider that extends beyond the geographical scope of its membership. This is clear from the wide range of military and civilian crisis management missions that the Union has undertaken, but also identifiable through its other policies, such as the European Neighbourhood Policy and development assistance, which have also to some extent become security focused. Yet, the role of the EU as an international security provider remains under-theorized and weakly understood. The proposed book analyses the Union’s role as an international security provider in a comprehensive way developing theoretical as well as empirical grounding for the understanding of the making and implementation of EU security policy. The contributions in this book cover actors involved in the policy making process, the dynamics of this process itself, its outcomes (strategies and policies) and their impact on the ground. They examine the relevance of, and apply, existing theories of international relations, international security and foreign policy analysis to the specific case of the EU, investigate empirically how particular policies are formulated and implemented, and study the impact and effectiveness of the Union as an international security provider in a variety of cases compared.
