Book Description
This is the 2013 edition of energy price indices and discount factors for performing life-cycle cost analyses of energy and water conservation and renewable energy projects in federal facilities. It will be effective from April 1, 2013 to March 31, 2014. This publication supports the federal life-cycle costing methodology described in 10 CFR 436A and OMB Circular A-94 by updating the energy price projections and discount factors that are described, explained, and illustrated in NIST Handbook 135 (HB 135, Life-Cycle Costing Manual for the Federal Energy Management Program.) It supports private-sector life-cycle cost analysis by updating the energy price indices that are described, explained, and illustrated in NBS Special Publication 709 (SP 709).

Book Description
Applied Welfare Economics: Cost-Benefit Analysis for Project and Policy Evaluation presents a consistent framework for applied welfare economics and is grounded in a comprehensive theory of cost-benefit analysis, specifically focused on offering a practical approach to policy and project evaluation. After opening with a theoretical discussion of the concept of social welfare, a critical analysis of the traditional doctrine of welfare economics embodied in the Two Fundamental Theorems, and a presentation of social cost-benefit analysis, the book introduces readers to an applied framework. This includes the empirical estimation of shadow prices of goods, the social cost of labour and capital, and the assessment of risk. The book also examines real-life experiences with cost-benefit analysis, including ex-post evaluation of major projects, economic rates of return in different sectors, and a case study on privatisation. These chapters draw on first-hand research gained by the author team from years of advisory work for the European Commission and other international and national institutions. This second edition presents updated data, more international examples, and more coverage of topics such as very long run discounting effects and climate change as an intergenerational effect. It also includes more practical examples and end-of-chapter questions to aid student’s learning. Applied Welfare Economics is a valuable textbook for upper-level courses on welfare economics, cost-benefit analysis, public policy analysis and related areas.

Book Description
This book provides detailed information on how to set up Deep Energy Retrofits (DERs) in public buildings, and shares in-depth insights into the current status of the major technologies, strategies and best practice examples of how to cost-effectively combine them. Case studies from the U.S.A. and Europe show that that Deep Energy Retrofit can be achieved with a limited core technologies bundle readily available on the market. Characteristics of some of these core technology measures depend on the technologies available on an individual nation’s market, on the minimum requirements of national standards, and on economics (as determined by a life cycle cost analysis). Also, requirements to building envelope-related technologies (e.g., insulation levels, windows, vapor and water barriers, and requirements for building airtightness) depend on specific climate conditions. This Guide provides best practice examples of how to apply these technologies in different construction situations. High levels of energy use reduction using core technology bundles along with improvements in indoor climate and thermal comfort can be only achieved when a Deep Energy Retrofit adopts a quality assurance process. In addition to design, construction, commissioning, and post-occupancy phases of the quality assurance process, the Guide emphasizes the importance of clearly and concisely formulating and documenting the Owner’s goals, expectations, and requirements for the renovated building during development of the statement of work. Another important component of the quality assurance process is a procurement phase, during which bidders’ qualifications, their understanding of the scope of work and its requirements, and their previous experience are analyzed. The building sector holds the potential for tremendous improvements in terms of energy efficiency and reducing carbon emissions, and energy retrofits to the existing building stock represent a significant opportunity in the transition to a low-carbon future. Moreover, investing in highly efficient building materials and systems can replace long-term energy imports, contribute to cost cutting, and create a wealth of new jobs. Yet, while the technologies needed in order to improve energy efficiency are readily available, significant progress has not yet been made, and “best practices” for implementing building technologies and renewable energy sources are still relegated to small “niche” applications. Offering essential information on Deep Energy Retrofits, the book offers a valuable asset for architects, public authorities, project developers, and engineers alike.

Book Description
The Department of Defense (DoD) constructs, operates, and maintains a large number of facilities. DoD incorporates life-cycle cost-effective practices into many aspects of the military planning and construction processes. This report provides RAND's description and assessment of the process used to obtain life-cycle cost-effective facilities and how that affects DoD construction options and choices.
