This ratio is called the Tooth-to-Tail Ratio. McGrath's study finds that this ratio, among types of deployed US forces, has steadily declined since World War II, just as the nature of warfare itself has changed. At the same time, the percentage of deployed forces devoted to logistics functions and to base and life support functions have increased, especially with the advent of the large-scale of use of civilian contractors. This work provides a unique analysis of the size and composition of military forces as found in historical patterns. Extensively illustrated with charts, diagrams, and tables. The study objectives were to identify the cause of the growth in civilian employment, show potential areas of reduction, and determine the feasibility of a fixed end strength level. The final study conclusions were: (a) The Army could live within a fixed end strength; however, returning to end strength controls was not recommended; (b) Army's Productivity Programs have great potential for providing a substantial return on investment; (c) Significant manpower savings can be realized through productivity enhancing automation; and (d) Space savings should be on a 50/50 share basis between DA and the MACOMs. This procedure would permit reallocation of spaces to meet new initiatives.
