Todavía se contaba con que las desavenencias podrían tomar un sesgo pacífico, cuando los plenipotenciarios de las tres poten cias aliadas convinieron en los preliminares de Soledad. Según ellos, habiendo declarado el gobierno mejicano que no necesi taba de la.asistencia ofrecida, ya que el pueblo tenía elementos para libertarse de cualquier revuelta interior, los comisarios se valdrían de tratados para presentar todas las reclamaciones de que estaban encargados. Mas como ellos se desaviniesen unos con otros, resultó de aquí el embarque de las fuerzas e°s pañolas c inglesas, y que las de Francia prosiguiesen las ope raciones militares. Continuó pues la guerra. El gobierno del general Juárez, tomada Puebla, abandonó la capital, véndose á San Luis de Potosí. Después que entraron los franceses en ella, se formó una junta superior de gobierno: esta elijió a doscientos quince notables para que, como representantes de los Estados, discutiesen, deliberasen v votasen por la forma de gobierno que había de regir la nación. Tales individuos acor daron el 10 de julio que fuese la monarquía moderada, ofre ciendo la corona al príncipe Fernando Maximiliano, archiduque de Austria, con el título de emperador, y que caso de no acep tarla él, se sometiera á la benevolencia del emperador de los franceses la elección de otro príncipe. Se restableció la orden nacional de Guadalupe instituida por el emperador Iturbide, se elevó al carácter de regencia imperial mejicana a los tres sujetos que desempeñaban el Poder Ejecutivo.
