Southern Europe has been at the heart of the European sovereign debt crisis and in the vanguard of the programmes of radical economic austerity implemented to confront it. During the first two crisis years, the consequences for domestic political stability were dramatic. Across the region, 2010-11 saw the overthrow of incumbent governments, the breaking down of established political affiliations and the emergence of new political actors. The culmination was the simultaneous downfall of three South European governments in the space of eighteen days in November 2011. This volume offers a collection of case studies of the twelve popular votes during this period in Italy, Greece, Portugal, Spain, Turkey, Cyprus and the Turkish Cypriot community. The contests include legislative, presidential and sub-national elections and a national-level referendum. In our control case, Turkey, there was no economic crisis and no government change. Elsewhere in Southern Europe, the studies indicate the progression of the crisis, from the limited disapproval of Berlusconi government registered in the Spring 2010 Italian regional election to the electoral collapse of the Spanish socialists in late 2011. The volume indicates a build-up of popular frustration with the democratic process which can only be dangerous for the future of South European democracy. This book provides an institutional costs framework for intelligence and security communities to examine the factors that can encourage or obstruct cooperation. The governmental functions of security and intelligence require various organisations to interact in a symbiotic way. These organisations must constantly negotiate with each other to establish who should address which issue and with what resources. By coupling adapted versions of transaction costs theories with socio-political perspectives, this book provides a model to explain why some cooperative endeavours are successful, whilst others fail. This framework is applied to counterterrorism and defence intelligence in the UK and the US to demonstrate that the view of good cooperation in the former and poor cooperation in the latter is overly simplistic. Neither is necessarily more disposed to behave cooperatively than the other; rather, the institutional costs created by their respective organisational architectures incentivise different cooperative behaviour in different circumstances. Courts, Regulators, and the Scrutiny of Economic Evidence presents the first systematic examination of economic regulation and the crucial role of economic evidence in regulatory authorities and courts. This book brings together strands of scholarship from law, economics, and political science to explore two key themes: the influence of economic evidence on the discretionary assessments of economic regulators, and the limits of judicial review of economic evidence, supplemented with comparative examination of both UK and US systems. In light of the challenges posed by economic evidence, Mantzari argues the appropriate scope of judicial review in the era of regulatory economics, and what the optimal institutional response to the pervasiveness of economic evidence in regulation should be. Building on comparative institutional analysis, this book rejects single-factor explanations, such as the individual knowledge of judges, in favour of a richer set of macro and micro-level factors that shape the relationships between courts and regulators. Mantzari argues that the 'recipe' for adjudicating economic evidence requires a balance in which a degree of epistemic diversity is introduced in courts, and deference is accorded to regulatory agencies on grounds of institutional competency. The book combines theoretical, doctrinal, comparative, and empirical analysis and it is written to be accessible to lawyers, economists, judges, regulators, policymakers, and political scientists.
