Political momentum towards Africa-wide free trade has been intensifying. In March 2018, over 40 countries signed the African Continental Free Trade Area (AfCFTA) agreement. Once fully implemented, the AfCFTA is expected to cover all 55 African countries, with a combined GDP of about US$2.2 trillion. This SDN takes stock of recent trade developments in Sub-Saharan Africa and assesses the potential benefits and costs of the AfCFTA, as well as challenges to its successful implementation. In addition to increased trade flows both in existing and new products, the AfCFTA has the potential to generate substantial economic benefits for African countries. These benefits include higher income arising from increased efficiency and productivity from improved resource allocation, higher cross-border investment flows, and technology transfers. Besides lowering import tariffs, to ensure these benefits, African countries will need reduce other trade barriers by making more efficient their customs procedures, reducing their wide infrastructure gaps, and improving their business climates. At the same time, policy measures should be taken to mitigate the differential impact of trade liberalization on certain groups as resources are reallocated in the economy and activities migrate to locations with comparatively lower costs.

Since the Treaty establishing the Economic Community of West African States (ECOWAS) was signed in 1975, several protocole have been adopted providing the legal and institutional framework for implementing the integration of the West African sub-region. Ail social and political stakeholders agree that regional integration is a major challenge for development in West Africa. Yet the regional integration process has been affected by many delays, even failures. Member states have pursued a seemingly contradictory dual objective: build a Nation-state within colonial Borders and achieve regional integration to fight against under-development. Can national planning priorities be reconciled with the demands and objectives of regional integration processes in West Africa ? Since 2005, under the auspices of the Management of Social Transformations (MOST) Programme initiative, the Social and Human Sciences Sector of UNESCO has organized a series of national seminars on West African regional integration in the ECOWAS region. Four seminars have so far been organized in Senegal, Mali, Benin and Ghana. This anthology publishes papers presented at Ghana's national seminar on "Nation-states and the Challenge of Regional Integration in West Africa: the Case of Ghana", held in Accra from 8 to 9 November 2005. The contributors suggest that Ghana's reluctance to relinquish its sovereignty stemmed from a lack of commitment in the first 20 years of ECOWAS' existence and preoccupation with its own security and survival against internai and externat threats. The state has currently demonstrated renewed commit-ment by establishing a Ministry of Regional Cooperation and the New Agenda for Africa's Development (NEPAD) to coordinate and manage the sub-regional integration programme. In spite of positive developments, results have been disappointing. The new ministry remains isolated and is constrained by limited resources in finance and manpower. Its approach to integration issues has been elitist and technocratic, concentrating on format trade and ignoring the importance of the informai trade that has been the traditional means of popular participation in the integration of West African economies. Borderland communities with economic and social ties continue to engage in exchanges across political boundaries in defiance of national and state security concerns. Empowerment of Ghanaians involved in small-scale, informa] cross-border trade (in majority, women) "would not only increase the levels of social and economic integration, but would make the benefits of integration available to large sections of the population".

Regional integration remains a top priority for the African Union (AU). In an effort to foster free movement and promote integration, peace, and unity at the continental level, a common AU passport was launched in 2016 aimed at this end. In 2018, two years after the initiation of the AU passport, the African Continental Free Trade Area (AfCFTA) and the Free Movement of Persons Protocol (FMP) were adopted by the AU as one of the key aims of its Agenda 2063. Unlike its counterpart, the AfCFTA, the FMP Protocol has not been successful in gaining support and enthusiasm from the majority of AU member states. In fact, since its adoption, of the 33 countries that agreed to the proposal, only four member states (Mali, Niger, Rwanda, and Sao Tome and Principe) have fully ratified the Protocol. The much larger nations, such as Algeria, Egypt, Nigeria, South Africa, and Ethiopia, have not yet ratified. The reasons for this lack of enthusiasm have to do with member states' concerns with issues of security, border management, and economic imbalances. Tackling the overt and covert reasons behind the hesitancy of member states to ratify the protocol will be key to moving its agenda forward.

This report recognizes that it is not enough for the AfCFTA to be merely negotiated, concluded and ratified. It must also change lives, reduce poverty and contribute to economic development. For this, the AfCFTA must be effectively operationalized, but also supported with complementary measures that leverage it as a vehicle for economic development. Among the most important of the next steps is the phase II negotiations scheduled to commence on intellectual property rights, investment and competition policy in late 2019.
