Age, sex, and length composition information will be collected from harvested Chinook salmon in the Upper Cook Inlet Eastside set gillnet (ESSN) commercial fishery in 2021–2023. Genetic tissues from the harvest will also be collected and archived for potential future mixed stock analysis. The primary goal of the study is to estimate the age, sex, and length composition of the Chinook salmon harvest and to estimate the harvest of large (>75 cm METF) Kenai River Chinook salmon in the ESSN fishery for each season (2021–2023). Age, sex, and length composition will be estimated for each temporal and geographic stratum and for each season. The harvest of large Kenai River Chinook salmon will be estimated using historical (2010–2020) large fish stock compositions relative to the total large fish harvest for each temporal and geographic stratum and summed to the total for each season.

Reported harvest in the ESSN fishery was 852 Chinook salmon of all sizes (all-fish harvest), with an estimated composition of 561 (66%) Kenai River mainstem, 163 (19%) Kasilof River mainstem, 21 (3%) Kenai River tributaries, and 107 (13%) Cook Inlet other fish. Kenai River mainstem fish have composed on average 70% of the all-fish harvest since 2010, ranging from 61% (2014) to 79% (2017). Estimated harvest of large (75 cm mid eye to tail fork and longer) Kenai River mainstem Chinook salmon in 2020 was 166 fish (19% of the all-fish harvest and 68% of the large fish harvest). Large Kenai River mainstem fish have composed on average 33% of the all-fish harvests since 2010 ranging from 19% (2020) to 63% (2017). Large Kenai River mainstem fish have composed on average 69% of the large fish harvest ranging from 60% (2010 and 2019) to 79% (2017). Age composition of the all-fish harvest in 2020 was 33% age-1.1 (jacks), 36% age-1.2, 22% age-1.3, and 9% age-1.4 fish. The percentage of age-1.4 fish (10%) in the all-fish harvest was the lowest observed, and the percentage of jacks (33%) was the highest observed since sampling began in 1987. Sex composition of the all-fish harvest was 88% males and 12% females. The average mid eye to tail fork length was 628 mm in 2020, the lowest ever observed.

Information about stock-specific harvest of Chinook salmon in Cook Inlet saltwater sport fisheries is needed to understand the decline in productivity of Cook Inlet stocks. From 2014 through 2018, mixed stock genetic analysis was used to determine the stock composition of Chinook salmon harvest samples from Cook Inlet saltwater sport fisheries. Four genetic reporting groups were selected to represent Cook Inlet and non-Cook Inlet stocks: Outside Cook Inlet, Northern Cook Inlet, Kenai, and Southern Kenai Peninsula. Genetic reporting group stock composition and harvests were estimated annually for the following fisheries: the Upper Cook Inlet summer early and late fisheries, the Lower Cook Inlet summer fishery, and the winter fishery. The Outside Cook Inlet reporting group composed most of the harvest in all fisheries and all years (70.1–99.8%). The contribution of Cook Inlet Chinook salmon stocks was greatest in the Upper Cook Inlet fisheries (3.5–29.9%) and lowest in the winter fisheries (0.02%). Mixed stock analysis for immature and mature Chinook salmon revealed that almost all immature fish (97.6–99.2%), and a large portion of mature fish (40–81%) harvested in Cook Inlet are from nonlocal stocks. Biological data collected from Chinook salmon harvests in these fisheries indicate that older, larger, and more mature Chinook salmon are harvested in the Upper Cook Inlet summer fisheries. Coded wire tags were used to quantify known origin Chinook salmon harvests, but very few Cook Inlet tags (2) were recovered over the 5-year study. This project provides valuable stock-specific harvest information that can be used by managers to adaptively regulate Cook Inlet saltwater sport fisheries.

A creel survey will be conducted to estimate sport angler effort, catch, and harvest of large (≥75 cm mid eye to tail fork length) early- and late-run Chinook salmon in the lower Kenai River between the Warren Ames Bridge (river mile [RM] 5.1) and Slikok Creek sanctuary area (RM 18.6). Creel survey estimates will be geographically stratified in relation to the RM 13.7 Kenai River Chinook salmon sonar to provide angler effort, catch, and harvest of large Chinook salmon. A standardized inriver netting project will be conducted in the Kenai River at RM 8.6 to index abundance and estimate the age, sex, and length (ASL) composition of large early- and late-run Chinook salmon. Inseason estimates of Chinook salmon catch and harvest, used in conjunction with sonar passage estimates, inseason catch rates, and the length of returning Chinook salmon from the inriver netting study are used by fisheries managers for inseason management decisions to achieve escapement goals.
