This book discusses various climate smart agro-technologies, their technical and economic feasibility across heterogeneous agro-climatic conditions, assessing farmers’ willingness to adopt those technologies, impact of climate smart technology in agricultural production and possible policy and investment opportunities to upscale it. Containing eight chapters, the book starts with a discussion about the methodological aspects of priority setting of the farm technologies across various regions of South Asia including Eastern Indo-Gangetic plain, Western Indo-Gangetic Plain and arid regions. Using data from field based trials and expert solicitations, the book next deliberates on a list of feasible technologies, assessed by constructing climate smart Feasibility Index. Further on, there is an analysis, using stated preference method, of the behaviour of farmers in adopting climate smart technologies. Preference of women farmers has been given a special focus in this book. After discussing the method priority setting of the farm technologies, impact of climate smart technologies has been analysed using real time data. Government policies have been reviewed with the view of achieving climate smart agriculture in South Asia. The book also describes the optimization modelling framework for investment allocation and technology prioritization. The model integrates both the bio-physical and the economic optimization model to capture the agro-climatic heterogeneity within the region and the variability of technical feasibility across regions and crops. Results of this model will help policy makers to identify how much to invest, where to invest and what technologies to prioritize for investments.

This open access book provides an evidence-based roadmap for revitalising Indian agriculture while ensuring that the growth process is efficient, inclusive, and sustainable, and results in sustained growth of farmers’ incomes. The book, instead of looking for global best practices and evaluating them to assess the possibility of replicating these domestically, looks inward at the best practices and experiences within Indian states, to answer questions such as -- how the agricultural growth process can be speeded up and made more inclusive, and financially viable; are there any best practices that can be studied and replicated to bring about faster growth in agriculture; does the prior hypothesis that rapid agricultural growth can alleviate poverty faster, reduce malnutrition, and augment farmers’ incomes stand? To answer these questions, the book follows four broad threads -- i) Linkage between agricultural performance, poverty and malnutrition; ii) Analysing the historical growth performance of agricultural sector in selected Indian states; iii) Will higher agricultural GDP necessarily result in higher incomes for farmers; iv) Analysing the current agricultural policy environment to evaluate its efficiency and efficacy, and consolidate all analysis to create a roadmap. In India public (government) tubewells were built with the intention of providing irrigation to all categories of farmers in a fair, equitable and affordable manner. However, most public tubewell programs across India have failed on all these counts. Efforts to transfer their management to water users too have met with little success. Nonetheless, the Gujarat Water Resources Development Corporation (GWRDC)-a state-owned public company-has achieved rare success in tubewell transfer by handing over management of around 60 percent of public tubewells in the Gujarat state to user groups. This study tries to identify the factors that helped in accelerating the transfer process and evaluate the performance of transferred tubewells against those owned by individuals and GWRDC. It also suggests some policy changes that can make the scheme function better and explores the replicability of the success achieved in Gujarat.
