Managing Money and Discord in the UN

Managing Money and Discord in the UN PDF Author: Ronny Patz
Publisher: Oxford University Press
ISBN: 0192575325
Category : Political Science
Languages : en
Pages : 322

Book Description
How do international organizations in the United Nations system put together their budgets? What is the role of complex principals - most notably member states - and the complex agents in the bureaucracies of international organizations in budgeting processes? And what does a focus on budgeting tell us about the changing nature of the system of international organizations? This book provides answers to these questions through a detailed examination of budgeting in the UN system. The analysis draws on both quantitative and qualitative observations for a total of 22 UN system organizations and detailed case studies for the United Nations, ILO, UNESCO, and WHO. The findings demonstrate the importance of three key organizational outcomes-- proceduralization, routinization, and budgetary segmentation - as international organizations grapple with managing discord over priorities as a result of complex principal-- agent constellations. Contrary to a common view of international bureaucracies as pathological organizations, core budget routines are mostly successfully maintained. However, principal constellations become more complex, notably through the rise of voluntary contributions and non-state donors; budgetary segmentation advances, in some cases even leading to the setting up of new international organizations; and budgeting and resource mobilization become ever more intertwined. As a consequence, the capacity of international bureaucracies to fulfil their budgeting responsibilities is stretched to the limits and beyond. Transformations in Governance is a major academic book series from Oxford University Press. It is designed to accommodate the impressive growth of research in comparative politics, international relations, public policy, federalism, and environmental and urban studies concerned with the dispersion of authority from central states to supranational institutions, subnational governments, and public-private networks. It brings together work that advances our understanding of the organization, causes, and consequences of multilevel and complex governance. The series is selective, containing annually a small number of books of exceptionally high quality by leading and emerging scholars. The series is edited by Liesbet Hooghe and Gary Marks of the University of North Carolina, Chapel Hill, and Walter Mattli of the University of Oxford.

The Separation of the Party and the State

The Separation of the Party and the State PDF Author: Vinayank N. Srivastava
Publisher: Routledge
ISBN: 042977253X
Category : Political Science
Languages : en
Pages : 222

Book Description
First published in 1999, this volume is the first full length study of one of the most important political institutions of the erstwhile Soviet political system – the Central Committee of the Communist Party of the Soviet Union (CPSU). The originality of this work lies in its main argument that the central reform during Perestroika was that of the Party and the State – a reform which ultimately resulted in the CPSU and its institutions, the Central Committee being one of the most vital among them – firstly, surrendering the monopoly over political power and control over the instrumentalities of the State and secondly, systematically de-institutionalising and dismantling the formidable Soviet political system. The seeds of transformation and the shape of politico-economic and socio-cultural systems that emerged in successor States were laid down during the Soviet era – in particular during Perestroika itself. The continuity is, therefore, as striking as the change – if not more so.

The Politics of Population

The Politics of Population PDF Author: Stanley Johnson
Publisher: Routledge
ISBN: 1134066104
Category : Social Science
Languages : en
Pages : 261

Book Description
The International Conference on Population and Development in Cairo in 1994 represented a remarkable watershed. Not only did it produce an unprecedented degree of agreement among the 179 countries and thousands of non-governmental organizations taking part, it also created a wide-ranging Programme of Action which for the first time offers real chances of progress, by putting population policies at the heart of the struggle for social development. This book recounts what actually happened in Cairo and how it was achieved. The early chapters look in some detail at the preparations for Cairo, in the context of over three decades of attempts to integrate population, development and environmental issues. Focusing on the key controversial questions, including abortion, contraception and adolescent sex, it examines the ways in which attempts were made to reconcile opposing positions. Setting the discussion in a much wider context, it argues that Cairo witnessed a 'quantum leap' in the way the population issue is seen, and the need to give them control over their own lives, - central to the discussion about population, resources and development. The Programme of Action which emerged from the conference, particularly the parts dealing with gender issues (included here in appendices), is the most forward-looking ever adopted. As a whole the Programme is probably one of the most important social documents of our time. This book captures both the drama and the detail of its creation. Stanley Johnson edited The Population Problem (1974) and is the author of World Population and the United Nations (1987) and World Population Turning the Tide (1994), as well as numerous other books, including eight novels. The American Culture Wars

The American Culture Wars PDF Author: James L. Nolan (Jr.)
Publisher: University of Virginia Press
ISBN: 9780813916972
Category : History
Languages : en
Pages : 276

Book Description
Even though the majority of Americans hold moderate views on issues such as abortion, homosexual rights, funding for the arts and public broadcasting, and multicultural education, extremists tend to dominate public debate. James Davidson Hunter explained this polarization of American politics and political discourse and popularized the term culture wars in his best-selling book Culture Wars: The Struggle to Define America. The eleven contributors to The American Culture Wars analyse these and other heatedly contested issues. In addition, they examine new developments in the culture wars. Together the chapters of this book illuminate current cultural conflicts and offer clues as to where the next American culture wars may be waged.
