With the role of local government becoming more important as Latin American countries moved away from state-led development models in the 1980s, and with social movements helping to bring about the transition to democracy, questions arose about whether and how popular participation at the local level might be able to contribute to the consolidation of democracy from the grassroots upward. This book, based on extensive research in low-income districts of Lima, provides a sophisticated analysis of the relationship between a resurgent civil society and democratization. Exploring the complex interactions among urban popular movements, local government, political parties, and nongovernmental organizations (NGOs), Schönwälder shows that the democratic potential of these movements is genuine but that their influence has been limited. His balanced assessment credits their achievements while illuminating the sources of their failures, mainly a variety of institutional barriers and a persistent threat of manipulation and co-optation by stronger actors, especially political parties. His analysis helps us understand better why the left has so often failed to convert its considerable support at the grassroots into political successes at higher levels.

June 1995 Although decentralization initiatives have a long history, much more needs to be understood about various components of decentralization before sound advice can be given to policymakers. Special strategies are needed to address the widespread incidence of rural poverty in developing countries, but initiatives aimed at improving the rural standard of living have not consistently reduced poverty. Parker examines the rationale for a specific rural focus in poverty reduction programs and reviews recent attempts to encourage rural development. He discusses the role decentralization could play in rural development programs and analyzes recent efforts to implement decentralized rural development programs. Parker concludes that although decentralization initiatives have a long history, much more needs to be understood about various components of decentralization before sound advice can be given to policymakers. He suggests a conceptual model--based on a soufflé theory of decentralization--that incorporates the essential elements of political, fiscal, and institutional decentralization as they relate to rural development outcomes. Like a soufflé that requires just the right combination of milk, eggs, and heat to rise, a successful program of decentralization must include just the right combination of political, fiscal, and institutional elements to improve rural development outcomes. This paper--a product of the Sector Policy and Water Resources Division, Agriculture and Natural Resources Department--is part of a larger effort in the department to develop a new strategy for rural development. Audacious Reforms examines the creation of new political institutions in three Latin American countries: direct elections for governors and mayors in Venezuela, radical municipalization in Bolivia, and direct election of the mayor of Buenos Aires in Argentina. Diverging from the usual incremental processes of political change, these cases marked a significant departure from traditional centralized governments. Such "audacious reforms," explains Merilee S. Grindle, reinvent the ways in which public problems are manifested and resolved, the ways in which political actors calculate the costs and benefits of their activities, and the ways in which social groups relate to the political process. Grindle considers three central questions: Why would rational politicians choose to give up power? What accounts for the selection of some institutions rather than others? And how does the introduction of new institutions alter the nature of political actions? The case studies of Venezuela, Bolivia, and Argentina demonstrate that institutional invention must be understood from theoretical perspectives that stretch beyond immediate concerns about electoral gains and political support building. Broader theoretical perspectives on the definition of nation and state, the nature of political contests, the legitimacy of political systems, and the role of elites all must be considered. While past conflicts are not erased by reforms, in the new order there is often greater potential for more responsible, accountable, and democratic government.
