The National Institute of Justice (NIJ) plans to facilitate the development of baseline performance requirements and standardized test methods, including certification requirements, for equipment used by U.S. law enforcement civil disturbance units (CDUs). NIJ anticipates that these standards will be developed through a consensus process through one or more accredited standards development organizations with the participation of U.S. law enforcement CDU practitioner subject matter experts, testing laboratories, and product certifiers as well as manufacturers and industry. For U.S. law enforcement agencies planning to procure new or certified CDU personal protective equipment, NIJ has identified either British Standard 7971 or standards developed by the UK Home Office as performance standards that may meet agencies' needs until U.S. standards can be developed.

The National Institute of Standards and Technology's Office of Law Enforcement Standards (OLES) develops performance standards for equipment used by law enforcement personnel. The OLES and the U.S. Department of Homeland Security are developing a set of standards to protect first responders during incidents that may involve chemical, biological, radiological, or nuclear materials. The law enforcement community is interested in standards that are specific to their missions. A literature search was performed to identify the impacts of chemical protective suits, respirators, gloves, and boots on law enforcement tasks. A plan is described to develop a computer model using decision, sensitivity, and risk analyses to focus data collection and model development so that valuable information regarding performance of law enforcement tasks will be available to support the development of law enforcement-specific standards for personal protective equipment in a timely manner. The total cost of this 2-year project is estimated to be $500-600K.

This focus group report documents the findings of a Law Enforcement Advanced Protection (LEAP) Requirements User Focus Group on November 15-16, 2006 in Alexandria, Virginia. This focus group is one in a series of personal protective equipment (PPE) related user focus groups for members of the law enforcement community. Its purpose was primarily to collect data/criteria for operational requirements, PPE trends and concepts of operations (CONOPS) from representatives within the law enforcement community. Program participants represented a cross section of the country's law enforcement community, covering different agencies, departments, and job functions. Focus group topics included: the current state of PPE for law enforcement; PPE integration and compatibility concerns; chemical/biological (CB) PPE and systems; CB response mission roles and mission related tasks; and law enforcement duty uniforms standards related issues. Data collected through this focus group, coupled with on-going research and analysis will be used in a number of LEAP related activities, including the development of performance criteria for law enforcement specific PPE standards.
