Off-farm employment is crucial for the rural poor. Not only income from the off - farm activities represents a significant share of the total income of rural households, but also off-farm jobs absorb an increasing proportion of the rural labor among the rural poor without land. Although Uganda's agricultural sector has tended to receive some policy attentions like National Agricultural Advisory Development Services (NAADS) in rural areas, the rural poor derive their incomes from multiple sources. The data used in this study was from the Uganda National Household Survey (UNHS) 2005/06. A LOGIT MODEL with the binary outcome being the off - farm participation was used. The study concluded by suggesting that the supply and demand sides in the labor market shape off - farm employment. Local village conditions and demand factors as well as individual characters from the supply side act as major key aspects in determining individual's decision to participate in off - farm activities, typical policies such as improvements in human capital and rural infrastructure could act as important tools for promoting and making the poor benefit from the income opportunities from the off-farm sector.

Off-farm income constitutes a significant share of the household livelihood portfolios across Sub-Saharan Africa. Yet, the determinants and dynamics of individuals' participation in off-farm employment activities have not received adequate attention due to the weaknesses in individual-level data collection and the lack of longitudinal studies. This paper uses national panel household survey data from Ethiopia, Malawi, Nigeria, Tanzania, and Uganda; provides empirical evidence on individual-level off-farm (wage and self) employment participation rates; analyzes the extent and drivers of entry into off-farm employment and continued employment; and conducts the analysis by gender and rural/urban location. A significant share of the rural and urban working-age individual population is found to participate in off-farm employment, ranging at the national level from 34 percent in Ethiopia to 58 percent in Malawi. Men participate in wage and self-employment to a significantly greater extent compared with women across time as well as within and across countries, apart from women's participation in non-farm enterprises being more common in Nigeria and Tanzania. The population weighted cross-country gender difference in off-farm employment stands at 9 percentage points, but this has declined over time in most countries. A substantial share of the population, amounting to about 39 million individuals across the five countries, is estimated to have entered and exited employment between 2010 and 2016, pointing to the dynamic nature of off-farm employment. Drivers of entry into off-farm employment and continued employment are country- and gender-specific, with demographic factors, occurrence of shocks, and job characteristics emerging as the most important determinants.

In today's agriculture, farmers consider off-farm employment and lifestyle goals in complex ways to select production enterprises. Data from USDA's Agricultural Resource Management Survey were used to examine how off-farm employment and 'reasons for entering farming' influence production enterprise selection in US agriculture. A two-stage analysis with a multivariate tobit model was used to examine the impact of off-farm employment as influenced by government farm programme payments, reasons for entering farming, demographics and location on production enterprise selection. Results underscore the impacts of reasons for entering farming and off-farm employment on production enterprise choice and provide implications for policy development. The study highlights the importance of government farm programme payments in production enterprise selection by US farmers.

Ugandan data shows poverty to be entrenched in rural areas and in large households. Households with heads exposed to education, an improved health status, less reliance on agriculture as the most important source of earnings, access to electricity for lighting and, the presence of markets to sell produce in the community experience improved household well-being. The data also confirms two known stylized facts regarding poverty vulnerability. First, households in the Northern region have a higher probability of being poor than those in Central, Eastern, and Western regions. Second, the 'annual cropping and cattle northern' and 'annual cropping and cattle Teso' zones are the agro ecological zones that are positively correlated with poverty vulnerability. The fact that residence in rural areas is associated with higher incidence of poverty suggests that promotion of off-farm employment (for example, through rural electrification) would help reduce vulnerability.

Migration is a prominent policy issue in many African countries, and youth and young adult (YYA) migration can be particularly important for the future vitality of rural and urban communities. However, there is limited empirical evidence on how agricultural land-related factors and off-farm employment are associated with rural-to-rural and rural-to-urban outmigration by YYA. We use data from nationally representative panel surveys from Zambia to estimate logit and multinomial logit models to investigate these issues. Results show that for young adults (ages 25-35), and to a lesser extent for youth (ages 15-24), employment in the off-farm economy is associated with a reduced likelihood of outmigration to both rural and urban areas - possibly because this method of income diversification reduces the need or desire for the geographic income diversification that can be achieved through migration. Results related to agricultural land factors are substantially more variable than results related to employment in the off-farm economy. We find that indicators of land market activity, perceived land availability in a village, and indicators of land tenure security have nuanced and varied associations with outmigration depending on destination type, migration type, and age group. The land related results suggest that careful policy and programs design is needed to accommodate the differential impacts that land market activity, land access perceptions, and tenure security may have on groups such as YYA who are important for the long term productivity and vitality of their communities.
