We analyze the socio-economic determinants of young people's decisions to internally migrate in Senegal. Far from a rural-to-urban story, youth undertake mostly rural-to-rural and urban-to-urban migrations. In our sample of 2,676 individuals, aged 21 to 35 years, 35% are internal migrants, and over half can be defined as temporary migrants. Using multinomial logit models, we estimate the role of early childhood household and community characteristics in young people's decision to migrate. We find that determinants of youth migration are heterogeneous by gender and destination. The higher the fathers' education the more (less) likely are their daughters to move to urban (rural) areas. Young men and women, who spend their childhood in better off households, are more likely to move to urban areas. Also, the presence of younger siblings increases the propensity of moving to rural areas. Access to primary schools during childhood decreases the likelihood of migrating to urban areas for both men and women.

BACKGROUND: Internal migration, mostly composed of young adults and the poor, constitutes the largest flow of people in developing countries. Few studies document the patterns and determinants of internal youth migration in sub-Saharan Africa. OBJECTIVES: This paper analyzes the socioeconomic determinants of the decisions among young adults to internally migrate in Senegal. We focus on whether their decisions to migrate are influenced by individual characteristics, as well as the circumstances in the households and communities where young adults grew up, and whether these factors are differentiated by gender. METHODS: Using a unique migration household survey in Senegal, we estimate multinomial logit models to analyze the role of childhood socioeconomic determinants in later youth migration decisions to rural and urban areas. RESULTS: We find that young people undertake mostly rural-to-rural and urban-to-urban migrations, and over half of them are temporary migrants. We also find that the determinants are heterogeneous by gender and destination. The higher the fathers' education, the more (less) likely are their daughters to move to urban (rural) areas. Young individuals who spend their childhood in betteroff households are more likely to move to urban areas. The presence of younger siblings during childhood increases the propensity of moving to rural areas. Access to primary schools from the childhood residence decreases the likelihood of migrating to urban areas for both men and women. CONTRIBUTION: We contribute to the sparse literature on internal youth migration in developing countries by highlighting the relevance of the family- and community-level characteristics during childhood in predicting later migration in life.

Distress migration is particularly acute among rural youth. Agriculture and rural development are central to the rate of rural out-migration to urban areas. The agricultural sector needs to engage youth in order to increase global food production. In doing so, agricultural transformation can balance out-migration from rural areas and thus contribute to stable growth. This document presents the conceptual framework for distress migration of rural youth. The framework focuses on the migration of rural youth (aged 15–24), who account for a large proportion of migrants and are a particularly vulnerable group. The framework comprises three sections: 1. Assessment of the likely impacts of distress migration of rural youth in terms of rural development for local areas of origin; 3. Although migratory flows from rural areas are a common phenomenon in most developing countries, we possess little information on their dynamics and determinants. In this context, in September 2017, in the framework of the project “Fostering productive investments to create decent farm and non-farm jobs for rural youth in migration-prone areas in Senegal”, FAO and the Senegalese National Agency of Statistics and Demography (ANSD) conducted a household survey with the aim of generating information on migration phenomena in rural areas. The survey results described in this study contribute to broadening the available knowledge base on the causes and dynamics of rural migration and aim to inform sectoral economic policies, youth employment and rural development policies.

Sub-Saharan Africa has a long history of internal and international migratory movements. Migration patterns and dynamics from, to and between rural areas are profoundly differentiated across regions, and flows have considerably evolved over time. Yet, more recently, rural migration takes place in the unique situation of a major rural and urban demographic increase, which results in critical socio-economic and environmental challenges. In this context, intertwined migration drivers emerge and call for a better understanding of on-going dynamics. This working paper draws on a combination of literature review and data analysis, building on the results of the Atlas "Rural Africa in motion. Dynamics and drivers of migration South of the Sahara". This mixed approach is used to propose a conceptual framework based on past, current and future drivers of migration, then to examine observed patterns of rural migration and finally to discuss drivers’ characteristics and dynamics from case studies and existing datasets.

Youth and Jobs in Rural Africa: Beyond Stylized Facts uses survey data to build a nuanced understanding of the constraints and opportunities facing rural youth in Africa. Addressing the questions of Africa's rural youth is currently hampered by major gaps in our knowledge and stylized facts from cross-country trends or studies that do not focus on the core issues. Youth and Jobs in Rural Africa takes a different approach, drawing on household and firm surveys from selected African countries with an explicit focus on rural youth. It argues that a balance between alarm and optimism is warranted, and that Africa's "youth bulge" is not an unprecedented challenge. Jobs in rural areas are limited, but agriculture is transforming and youth are participating, adopting new technologies and running businesses. Governments have adopted youth employment as a priority, but policies often do not address the specific needs of rural populations. Youth and Jobs in Rural Africa emphasizes that by going beyond stylized facts and drawing on more granular analysis, we can design effective policies to turn Africa's youth problem into an opportunity for rural transformation.
