As citizens, why do we care about the everyday life of ministers and civil servants? We care because the decisions of the great and the good affect all our lives, for good or ill. For all their personal, political, and policy failings and foibles, they make a difference. So, we want to know what ministers and bureaucrats do, why, and how. We are interested in their beliefs and practices. In his fascinating piece of political anthropology, Rod Rhodes uncovers exactly how the British political elite thinks and acts. Drawing on unprecedented access to ministers and senior civil servants in three government departments, he answers a simple question: 'what do they do?' On the basis of extensive fieldwork, supplemented by revealing interviews, he tries to capture the essence of their everyday life. He describes the ministers' and permanent secretaries' world through their own eyes, and explores how their beliefs and practices serve to create meaning in politics, policy making, and public-service delivery. He goes on to analyze how such beliefs and practices are embedded in traditions; in webs of protocols, rituals, and languages. The story he has to tell is dramatized through in-depth accounts of specific events to show ministers and civil servants 'in action'. He challenges the conventional constitutional, institutional, and managerial views of British governance. The phrase greening government was coined by the Committee to describe the objective of ensuring environmental concerns are incorporated into all aspects of government policy, in terms of appraisal and development, as well as in operational aspects of departmental performance (such as recycling waste and reducing energy consumption). Following on from the Committee's previous report on the Greening Government Initiative (HCP 961, session 2002-03; ISBN 0215013786) (November 2003), this report focuses on the progress made during the period from April 2002 to March 2003. The Committee concludes that, although progress continues to be made in some areas, there is a perceptible loss of overall momentum, particularly in embedding sustainable development within government policy making.

It is estimated that, worldwide, about 700 large commercial vessels have to be scrapped each year, as they reach the end of their working life. Much of the material they are made from can be recycled, but many ships also contain hazardous materials, such as asbestos, PCBs and waste oils, which need to be disposed of safely. The Committee's report considers how defunct ships are dismantled and why most are currently dismantled in developing countries, mostly in Asia; health and safety protection for workers, and environmental protection standards; the international regulatory framework, including legislation such as the Basel Convention and EC regulations, IMO guidelines and enforcement problems; the principles of responsible ship recycling; the Government's approach to ship recycling and a UK ship recycling industry. Findings include that the Government has an important role to play in ensuring this issue receives sufficient international priority, particularly during the UK's forthcoming EU Presidency and chairmanship of the G8; as well at home in helping persuade UK-based shipowners to arrange for their vessels to be disposed of responsibly. As a first step, it should ensure that all naval and other publicly-owned vessels are dismantled to the highest health, safety and environmental standards.
