This study of air traffic delay at Chicago O'Hare International Airport, it causes and potential solutions has identified no panacea to the problem in the present or future. However, the study does outline a comprehensive program of delay reduction measures which if implemented, has the potential to dramatically reduce the current level and costs of delay. The program will also provide significant future delay reduction benefits regardless of the future air traffic control environment. The potential cost savings outlined are not intended to represent absolutes but rather to point out the most productive directions in which to focus industry action. During the study, several of the delay reduction concepts identified by the Task Force have been tested by the study sponsors with results which parallel those identified in the Task Force evaluations, lending additional credence to the concepts. This publication is a summary version of the final Task Force report which is comprised of three volumes: this Executive Summary, a Technical Report detailing the analyses which led to the recommendations, and a volume of Technical Appendices containing the data and the methodology used in this study.
