This report presents a practical, logical, and transparent framework for conducting systematic analysis and making decisions on outsourcing and privatization of vehicle and equipment fleet maintenance. The framework covers a wide range of possible outsourcing options from outsourcing entire fleet maintenance operations for some or all fleet segments, to outsourcing for specific locations, to outsourcing specific activities, or combinations of these strategies. The decision framework considers both the best practice models for outsourcing and the many complicated issues unique to state departments of transportation fleet operations. The framework can be applied to various fleet compositions, sizes, and types of equipment and addresses key decision factors including maintenance demand, workload, capabilities, cost effectiveness, timeliness, and quality of service. The decision framework includes a step by step process flow with descriptions of each decision point, logical sequences, evaluation criteria, and computational needs. The decision framework purpose is to guide the general use of fleet managers and practitioners with nonrevenue fleet operations in the public sector. Logic and analysis guidelines are based on data that is usually available from common fleet management and maintenance systems, or can be readily estimated for decision making and policy purposes. Two case study examples demonstrate the practical application of the framework, one representing a strategic long term outsourcing scenario and the other representing day to day tactical outsourcing scenarios.
