En la segunda se analizan, desde diversas perspectivas (administración, sistema político en su conjunto o sistema electoral), las posibilidades que abren las CMC para la solución de los graves problemas de legitimidad de los actuales sistemas políticos y para facilitar la participación del ciudadano en las actividades políticas. Una obra, en suma, de interés para politólogos y científicos sociales en general, pero también atractiva para ingenieros y técnicos en telecomunicaciones.
