The Confederated Tribes of the Umatilla Indian Reservation (CTUIR) and Bonneville Power Administration (BPA) entered into a contract agreement beginning in 1996 to fund watershed restoration and enhancement actions and contribute to recovery of fish and wildlife resources and water quality in the Grande Ronde River Basin. The CTUIR's habitat program is closely coordinated with the Grande Ronde Model Watershed Program and multiple agencies and organizations within the basin. The CTUIR has focused during the past 4 years in the upper portions of the Grande Ronde Subbasin (upstream of LaGrande, Oregon) on several major project areas in the Meadow, McCoy, and McIntyre Creek watersheds and along the mainstem Grande Ronde River. This Annual Report provides an overview of individual projects and accomplishments.

"The McIntyre Creek Road Relocation Phase IIB is intended to improve steelhead habitat, channel morphology, riparian vegetation and water quality of McIntyre Creek. The following conclusion statements reflect the success of the project implementation. Increased fish habitat diversity, pool frequency and hiding cover within the system for steelhead for the purpose of juvenile rearing and adult holding areas. Reduced sediment loads occurring in McIntyre Creek and road density throughout the watershed by obliterating 2.82 miles of McIntyre Creek Road and reconstruction of the existing ridge road. Restored adjacent floodplain and stream channel through road obliteration and relocation techniques. Restored riparian grasses, hardwoods, and sedges in the primary floodplain to accelerate stream shade, and reducing stream temperatures by improving the riparian pasture fence."--Summary and Conclusions.
