"Although the potentially negative impacts of credit constraints on economic development have long been discussed conceptually, empirical evidence for Africa remains limited. This study uses a direct elicitation approach for a national sample of Rwandan rural households to assess empirically the extent and nature of credit rationing in the semi-formal sector and its impact using an endogenous sample separation between credit-constrained and unconstrained households. Being credit constrained reduces the likelihood of participating in off-farm self-employment activities by about 6.3 percent while making participation in low-return farm wage labor more likely. Even within agriculture, elimination of all types of credit constraints in the semi-formal sector could increase output by some 17 percent. Two suggestions for policy emerge from the findings. First, the estimates suggest that access to information (education, listening to the radio, and membership in a farm cooive) has a major impact on reducing the incidence of credit constraints in the semi-formal credit sector. Expanding access to information in rural areas thus seems to be one of the most promising strategies to improve credit access in the short term. Second, making it easy to identify land owners and transfer land could also significantly reduce transaction costs associated with credit access"--Abstract.

Agricultural Productivity in Africa: Trends, Patterns, and Determinants presents updated and new analyses of land, labor, and total productivity trends in African agriculture. "Using survey data from the Upper East region of Ghana collected in 2005, the paper evaluates the household- and community-level factors influencing women's and men's decisions to participate in off-farm activities, either in the off-farm labor market or in local community groups, and the relationship with on-farm crop returns. Results indicate that crop returns are not affected by increased labor availability over a certain labor-land ratio. Female participation in off-farm labor markets increases at higher levels of labor availability, but participation in women's groups' only increases as labor scarcity is relaxed at lower levels. Alternatively, male participation in off-farm work increases over all levels of labor availability. Results also indicate that male labor is relatively more productive on-farm versus off-farm than female labor, and, though education increases the likelihood that both women and men will work off-farm (with no impact on crop revenues), the impact is greater for women. Finally, participation in off-farm work does not appear to be driven by the need to reduce exposure to risk or to manage risk ex post; wealthier households located in wealthier communities are more likely to participate in off-farm work. Evidence for participation in groups and risk is more complicated; wealthier households in wealthier communities are also more likely to participate, but so too are female-headed households with higher dependency ratios."--Authors' abstract.

While policy makers, media, and the international community focus their attention on Pakistan’s ongoing security challenges, the potential of the rural economy, and particularly the agricultural sector, to improve Pakistanis’ well-being is being neglected. Agriculture is crucial to Pakistan’s economy. Almost half of the country’s labor force works in the agricultural sector, which produces food and inputs for industry (such as cotton for textiles) and accounts for over a third of Pakistan’s total export earnings. Equally important are nonfarm economic activities in rural areas, such as retail sales in small village shops, transportation services, and education and health services in local schools and clinics. Rural nonfarm activities account for between 40 and 57 percent of total rural household income. Their large share of income means that the agricultural sector and the rural nonfarm economy have vital roles to play in promoting growth and reducing poverty in Pakistan.
