Copenhagen climate change conference began with high expectation but ended in despair. It reached the so-called Copenhagen Accord with some dissenters. Copenhagen Accord calls for deep cuts in global emissions. Copenhagen Accord has made U.S. and other large emitters of developing nations included and committed to a significant green house gases emission reduction, it was a big step forward. But it has not reached binding goal of green house gases emission reduction commitment and was not a legal effective agreement. EU played a limited role in Copenhagen climate change conference, while U.S. and China were crucial to achieve Copenhagen Accord, and will continue to take leadership in the future climate change negotiations. China has already made a lot of laws and regulations to reduce GHGs emissions and energy consumption, and declared an ambitious voluntary carbon intensity reduction per unit of GDP by 2050.
