Planners of military air and space operations in a battlefield environment seek to allocate resources against targets in a way that best achieves the objectives of the commander. In future conflicts, the presence of new types of assets, such as tactical space-based sensors and Operationally Responsive Spacelift (ORS) assets, will add complexity to air and space operations decisions. In order to best achieve objectives, planners of different types of assets will likely need to work collaboratively when formulating tasking for their resources. The purpose of this research is to investigate the challenges of air and space collaboration and to quantify its potential benefit. We model a future threat scenario involving a rogue nation with Weapons of Mass Destruction (WMD) capability and a significant air defense force. We consider three separately-controlled resource groups - aircraft, satellites, and ORS assets - to combat the target threat. In addition, we formulate a top-level coordination controller, whose job it is to effect collaborative decision-making among resource groups. Using a combination of pre-existing software and new algorithms, we develop the Coordinated Dynamic Air and Space Operations Control System (CDASOCS), which simulates controller-generated plans in a battlefield environment recurring over multiple planning periods. New algorithms are presented for both the top-level coordination controller and the ORS controller. The benefits of resource coordination in CDASOCS are demonstrated in three main experiments along with several parameter variation tests.

collect information. This may include taking pictures of the ground, gathering infrared photos, taking atmospheric pressure measurements, or any conceivable form of data collection. Often these separate organizations have overlapping collection interests or flight plans that are sending sensors into similar regions. However, they tend to be controlled by separate planning systems which operate on asynchronous scheduling cycles. We present a method for coordinating various collection tasks between the planning systems in order to vastly increase the utility that can be gained from these assets. This method focuses on allocation of collection requests to scheduling systems rather than complete centralized planning over the entire system so that the current planning infrastructure can be maintained without changing any aspects of the schedulers. We expand on previous work in this area by inclusion of a learning method to capture information about the uncertainty pertaining to the completion of collection tasks, and subsequently utilize this information in a mathematical programming method for resource allocation. An analysis of results and improvements as compared to current operations is presented at the end.

When talking about modelling it is natural to talk about simulation. Simulation is the imitation of the operation of a real-world process or systems over time. The objective is to generate a history of the model and the observation of that history helps us understand how the real-world system works, not necessarily involving the real-world into this process. A system (or process) model takes the form of a set of assumptions concerning its operation. In a model mathematical and logical assumptions are considered, and entities and their relationship are delimited. The objective of a model – and its respective simulation – is to answer a vast number of “what-if” questions. What if the produced ships were not able to transport all the demanded containers through the Yangtze River in China? Recent decades have seen the development of more advanced sensor and communication systems, with the future certainly holding more innovation in these areas. However, current operations involve "stovepipe" systems in which inefficiencies are inherent. In this thesis, we examine how to increase the value of Earth observations made by coordinating across multiple collection systems. We consider both air and space assets in an asynchronous and distributed environment. We consider requests with time windows and priority levels, some of which require simultaneous observations by different sensors. We consider how these improvements could impact Earth observing sensors in two use areas; climate studies and intelligence collection operations. The primary contributions of this thesis include our approach to the asynchronous and distributed nature of the problem and the development of a value function to facilitate the coordination of the observations with multiple surveillance assets. We embed a carefully constructed value function in a simple optimization problem that we prove can be solved as a Linear Programming (LP) problem. We solve the optimization problem repeatedly over time to intelligently allocate requests to single-mission planners, or "sub-planners." We then show that the value function performs as we intend through empirical and statistical analysis. To test our methodologies, we integrate the coordination planner with two types of sub-planners, an Unmanned Aerial Vehicle (UAV) sub-planner, and a satellite sub-planner. We use the coordinator to generate observation plans for two notional operational Earth Science scenarios. Specifically, we show that coordination offers improvements in the priority of the requests serviced, the quality of those observations, and the ability to take dual collections. We conclude that a coordinated planning framework provides clear benefits.
