The Expert Consultation on the Development of the Sustainable Aquaculture Guidelines was held in Rome, Italy from 17 to 20 June 2019 to come out with a proposal for developing the Sustainable Aquaculture Guidelines to be presented in August 2019 at the tenth session of the Sub-Committee on Aquaculture of the Committee on Fisheries (COFI). The specific objectives of this Expert Consultation were to propose criteria for selecting case studies aimed at providing lessons learned for the development of the Sustainable Aquaculture Guidelines, and methodologies for documenting the case studies, for analysing the case studies to identify the lessons learned, and for developing the Sustainable Aquaculture Guidelines by also making use of existing guidelines. The consultation was attended by 15 experts, one resource person and FAO staff. The consultation was organized into both plenary and group discussions. The Experts agreed on a proposed methodology for identifying and selecting the lessons learned from strategies and experiences of aquaculture development worldwide; a methodology for documenting and analysing the lessons learned; a list of thematic modules; a gap analysis between existing guidelines and needs for new ones, and; an updated roadmap for the development of the Sustainable Aquaculture Guidelines.

FAO’s previous contribution to the development of contract farming saw the publication in 2015 of the UNIDROIT/FAO/IFAD Legal Guide on Contract Farming, which focused on the bilateral relationship between an agricultural producer and a contractor. This Legislative Study develops that research and focuses on the regulatory frameworks for contract farming, aiming to highlight different possible approaches for different contexts. Responsible contract farming can be a powerful tool for small scale farmers in developing countries to move towards larger scalecommercial production. It can create economic wealth, contribute to supply chain efficiency through the production of higher quantities of better quality products, and contribute to achieving domestic food security objectives. Maximizing these benefits while minimizing the inherent risks of contract farming is reliant upon the forging of an enabling environment, a key part of which is the domestic regulatory framework. This Legislative Study provides guidance to domestic regulators and other interested readers on how to appraise and potentially reform domestic regulatory frameworks to achieve responsible contract farming. Recognising that different countries and contextual realties may benefit from different regulatory solutions, this Study provides several examples, supported by representative case studies, on how contract farming can be regulated, without promoting a single solution as the most appropriate. Traditionally, the ocean economy is viewed solely as a mechanism for economic growth. In this business-as-usual approach, large-scale industrial economies have developed the ocean economy through the exploitation of maritime and marine resources, often without consideration of how those activities impact the future health or productivity of those same resources. This has led to aquatic ecosystems being viewed and treated as limitless resources; the marine environment becoming a dumping ground for waste; overfishing diminishing fishing stocks; ocean habitats being degraded from coastal developments; sea-level rise impacting coastal communities and infrastructure; increasing ocean acidification; and the marginalisation of poor coastal communities. Recognising the failings of the traditional ocean economy, there is a transition underway around the world towards the Blue Economy. This concept moves beyond the business-as-usual approach with economic development and ocean health complementary to one another. In the Blue Economy, the environmental risks of and ecological degradation from economic activity are mitigated or significantly reduced. Therefore, economic activity is in balance with the long-term capacity of the ocean ecosystems to support this activity and remain healthy and resilient.
