Au-delà de ses finalités traditionnelles, la formation est appelée, aujourd'hui, à répondre à une demande sociale et professionnelle. Ainsi, elle tend, de plus en plus, à être considérée comme un service susceptible de faire la preuve de sa performance. Elle devient un bien que l'on "achète" sur un marché, et dont les opérateurs tentent de rationaliser la production et l'évaluation. Ces évolutions, plus sensibles dans le secteur de la formation professionnelle, que de la formation initiale, sont limitées mais bien réelles. Le transfert de démarches qualité, à l'origine industrielles, au domaine de la formation, trouve sans doute là une bonne partie de sa justification. Mais la formation n'est pas un "produit" objectivable, dont on peut, par la seule rationalisation, assurer la qualité. Elle est un "construit" social, coproduit par les acteurs au long d'un processus complexe. Les démarches qualité en formation ne peuvent donc être menées à l'instar de celles appliquées à des produits industriels. Elles exigent de placer les acteurs - et leur coopération - au cœur d'un dispositif organisationnel, d'aller au-delà d'une recherche de conformité, pour conceptualiser la qualité de la formation en termes d'usage. Après avoir passé en revue les diverses initiatives qualité dans le champ de la formation, les auteurs, chercheurs et consultants (membres du Laboratoire d'études et de recherches appliquées en sciences sociales, LERASS ; équipe de recherche qualité, homme et changement organisationnel), proposent ici d'articuler réflexion et pratique. Ils développent une conception originale, qui débouche sur une nouvelle approche de la qualité de la formation, pour alimenter un débat désormais essentiel.

This book offers an authoritative study of election observation in Africa and its relation with democratization processes. Election observation is a hotly debated issue in contemporary international relations and in political science. People have a natural propensity to understand language text as a succession of smallish chunks, whether they are reading, writing, speaking or listening. Linguists have found that this propensity can shed light on the nature and structure of language, and there are many studies which attempt to harness the potential of natural chunking.This book explores the role of chunking in the description of discourse, especially spoken discourse. It appears that chunking offers a sound but flexible platform on which can be built a descriptive model which is more open and comprehensive than more familiar approaches to structural description. The model remains linear, in that it avoids hierarchies, and it concentrates on the combinatorial patterns of text. The linear approach turns out to have many advantages, bringing together under one descriptive method a wide variety of different styles of speech and writing. It is complementary to established grammars, but it raises pertinent questions about many of their assumptions.
