This document is comprised of two main parts: the five-year strategic plan, known as the Consolidated Plan, and the Annual Action Plan, which details the steps taken each year to meet the long term goals of the 5-year plan. It is intended to be a working plan, not just a document that sits on a shelf between periodic revisions. And like the Community Development Block Grant and Home programs it plans for, it is concerned with bringing about changes within the community.
