One of the foremost figures of Western intellectual thought in the late 19th century, John Stuart Mill offered up examinations of human rights, personal and societal rights and responsibilities, and the striving for individual happiness that continue to impact our philosophies, both private and political, to this day.In this 1861 book, considered his most ambitious political treatise, Mill collects his thinking on: the extent to which forms of government are a matter of choice the criterion of a good form of government the social conditions under which representative government is inapplicable the proper functions of representative bodies the "extension of suffrage" modes of voting and much more.English philosopher and politician JOHN STUART MILL (1806-1873) served as an administrator in the East Indian Company from 1823 to 1858, and as a member of parliament from 1865 to 1868. Among his essays on a wide range of political and social thought are Principles of Political Economy (1848), Considerations on Representative Government (1861), and The Subjection of Women (1869).

Book Description
Although Mill regarded Considerations on Representative Government as a mature statement of his theory of democracy, critics have tended to treat it less seriously than most of his other major works. Dennis Thompson argues that this neglect has led to inadequate interpretations of Mill's thought on democracy. Drawing where appropriate on other writings by Mill, the author restores a balanced view by studying the structure of the theory expounded in Representative Government. Representative Government is shown to be more coherent and systematic than has generally been assumed. In the first two chapters the author examines separately Mill's views of political participation and competence. He then considers the philosopher's effort to combine participation and competence at any particular time in a theory of government and to reduce conflict between them over time in a theory of development. Basic features of Mill's view are subjected to critical scrutiny, and modifications are suggested to overcome the deficiencies noted. Throughout, Mill's claims are compared with the ideas and findings of recent social science, leading to the conclusion that his theory remains a valuable resource for contemporary thinking about democracy. Book Description
Considerations on Representative Government by John Stuart Mill. Considerations on Representative Government is a book by John Stuart Mill published in 1861. Mill argues for representative government, the ideal form of government in his opinion. Those who have done me the honor of reading my previous writings will probably receive no strong impression of novelty from the present volume; for the principles are those to which I have been working up during the greater part of my life, and most of the practical suggestions have been anticipated by others or by myself. There is novelty, however, in the fact of bringing them together, and exhibiting them in their connection, and also, I believe, in much that is brought forward in their support. Several of the opinions at all events, if not new, are for the present as little likely to meet with general acceptance as if they were. It seems to me, however, from various indications, and from none more than the recent debates on Reform of Parliament, that both Conservatives and Liberals (if I may continue to call them what they still call themselves) have lost confidence in the political creeds which they nominally profess, while neither side appears to have made any progress in providing itself with a better. Yet such a better doctrine must be possible; not a mere compromise, by splitting the difference between the two, but something wider than either, which, in virtue of its superior comprehensiveness, might be adopted by either Liberal or Conservative without renouncing any thing which he really feels to be valuable in his own creed. When so many feel obscurely the want of such a doctrine, and so few even flatter themselves that they have attained it, any one may without presumption, offer what his own thoughts, and the best that he knows of those of others, are able to contribute towards its formation.

Mill applies the principles of utilitarianism to politics and concludes that a representative government is the best system possible, though he is not shy about pointing out its flaws and shortcomings. He discusses extending suffrage and reforming voting, among other topics. His proposed solutions make this book almost as appropriate today as when it was written.
