This report documents the procedures and findings associated with a feasibility assessment of a congestion relief route for U.S. 281 through Falfurrias, Texas. Researchers examined both short- and long-term improvements. The analyses conducted in this study indicate that immediate adjustments in signal timing and minor geometric changes can significantly improve progression through Falfurrias. The results of these analyses also indicated that planned short-term improvements to Railroad Street would be cost-effective. Conservative benefit-cost (B/C) analyses produced an estimated B/C ratio of 5:1. Finally, this report recommends the construction of a congestion relief route east of existing U.S. 281 as a long-term improvement.
