"The work contained in this report is a contribution to first-year program development activities and was prepared in fulfillment of an agreement with the Division of Water Resources. This volume contains three interrelated work elements: land use and ownership data gathering and analysis, existing land use policy -- inventory and analysis, and impact implications of shore protection measurements.
