Going beyond the usual state-centric approach to the study of the politics of neoliberal reform, Moisés Arce emphasizes the importance of understanding the interaction between state reformers and collective actors in society. In Market Reform in Society he helpfully focuses our attention on how various societal groups are affected by different types of reform and how their responses in turn affect the state’s subsequent pursuit of reform. As a country characterized by strong state autonomy and widespread disintegration of civil society and representative institutions during the 1990s when Alberto Fujimori was president, Peru serves as an excellent case for examining how collective actors can succeed in influencing the reform process. Arce compares reforms in three areas: taxation, pension privatization, and social-sector programs in poverty alleviation and health decentralization. Differences in the concentration or dispersion of costs and benefits, he shows, affected incentives for groups to form and engage in collective action for supporting, opposing, or modifying the reforms.

In an analysis of political, economic, and social development in Peru in the years between 1980 and 2016, this book explores the failure of the socialist Left to realize its project of revolutionary social transformation. Based on extensive interviews with leading cadres in the struggle for revolutionary change and a profound review of documents from the principal socialist organizations of the 1980s and 1990s, the volume reveals that the socialist Left did not fully comprehend the deep political and social implications of changes to the country’s class structures. As such, the Left failed to develop and implement adequate strategic and tactical responses to the processes that eroded its political and social bases in the 1980s and 1990s, ultimately leading to its loss of social and political power. Lust concludes that the continued political and organizational agony of the Peruvian socialist Left and the hegemony of neoliberalism in society is a product of the dialectical interplay between the objective and subjective conditions that determine Peruvian capitalist development.

In December 1989, the United States invaded Panama, deposed its government, and established another in its place. While this act of violent intervention brought Panama to public attention, the justifications for it obscured the underlying instabilities that have plagued the country throughout its history. Although a stated purpose of the invasion was to remove one man, Manuel Noriega, from power, Panama at the Crossroads demonstrates that the crisis sweeping Panama in the late 1980s was not caused by one man, but in fact derived from the history of U.S. domination and the nature of Panamanian society itself. Panama is located at a crucial geographic crossroads, a fact that has greatly influenced the country's history since the sixteenth century. Labor scarcity and inhospitable terrain, joined with its location, contributed to the mercantile orientation of Panama's economy.
