The electric utility industry and its stakeholders in the. United States appear to be at a critical juncture in time. Powerful forces of global proportions are propelling the industry instinctively and in a secular fashion towards restructuring. That the industry will change is a fait accomplii. The nature and timing of the change is still a matter of intense debate, however. Because of the evolution of the industry into its present-day form, i.e. regulated local monopolies in their designated franchise service territories, the relative roles and expectations of various institutions would have to change to conform to the new state in the future. In either encouraging, or allowing this change to happen, society is essentially saying that future societal welfare would be better served by the changed structure contemplated. What that assumption translates into in more direct terms is that creation of future wealth would be better accomplished through redistribution of wealth today. Thoughtful individuals recognize the enormous responsibility placed upon the various entities empowered with jurisdiction over the timing and nature of the structural change. They are trying hard to bring analytical rigor to bear on the debate. One very critical element of this debate on restructuring is the issue of the treatment of transmission. The issue has been variously labeled transmission access, or pricing. Volumes have been written and spoken on this topic.

During the 20th century dam-building became a truly global endeavour. Built around the world, they generated networks of actors, institutions and companies embedded in globally circulating technological knowledge and discourses of modernization and development. This volume takes a global approach to the history of dams, exploring the complex power relations and internationalist entanglements that shaped them. Shedding new light on the globalization of technology and international power struggles that defined the 20th century, Dam Internationalism shows that dams are artefacts in their own right and have created new and revisionist histories that urge us to rethink classic narratives. From international cooperation, to the importance of the Cold War and the capitalist/socialist divide, the success of western technology, the prominence of the United States, the alleged impotence of people affected by dams, and the uniformity of infrastructure. This edition of well over 50,000 entries not only updates its predecessor but considerably increases the coverage of Latin America and Eastern Europe. I have been aided in this work by two colleagues at Glasgow University Library, Dr Lloyd Davies and Barbara MacMillan, and in general revision by Kate Richard. Close on 20% of the text has been altered. The equivalences, introduced into the last edition, linking acronyms in different languages for the same organization, have been extended. New to this edition is the cross-referencing between a defunct organization and its successor. Otherwise the policies adopted in previous editions have been retained: strictly local organizations are omitted, but the subject scope includes activities of all kinds; the country of origin of a national organization is given in brackets, unless it is the home country of the title language or can be readily deduced from the title itself. Acronyms of parent bodies of subsidiary organizations are also added in brackets. A select bibliography guides the reader to specialist works providing more detailed information. Particularly at a time of such widespread political change affecting organizational structures in so many countries, it is impossible to ensure complete up-to-date accuracy in a work of this kind.
