This code is intended as a reference document to help implement consistent and uniform methods for the measurement, control, and reduction of fugitive volatile organic compound (VOC) emissions (FVE) from leaking equipment. It has been developed for petroleum refineries and organic chemical plants, but can have application in other industries producing or using VOC streams. After description of the FVE sources included in the scope of the code, part 2 presents application criteria for measurement and control of FVE. Part 3 summarizes performance guidelines associated with equipment leak sources. Part 4 highlights methodology applicable to ensure that field monitoring and data gathered meet the requirements of the authority having jurisdiction. Part 5 provides requirements to ensure that the emission monitoring program meets the performance guidelines. Part 6 includes record-keeping requirements, and part 7 contains recommendations for reporting the monitoring program results. The final part recommends good operating practices that will help to implement FVE control in a simple and effective manner. Appendices include additional background data and sample reporting forms.
