Counterinsurgency is a doctrine premised on winning the population of a nation-state over to the government’s side. Counterinsurgency is also associated with a continuing presence of military forces for long periods and significant aid expenditures. As such, it is a curious strategy to employ in the midst of wars seen as failing and when the population has turned against the conflict. This book examines counterinsurgency’s emergence in Vietnam, Iraq, and Afghanistan in order to understand how it is employed in the midst of these perceived war fighting failures. In doing so, it thinks of strategy as narrative that describes how actions will result in better future effects. In so doing, this book traces the ways in which the strategy making process overcomes fragmentation to produce consensus. It concludes that through the examination of how actors, analogies, and narratives are produced and deployed into strategy debates, the reasons for counterinsurgency’s emergence in crisis periods can be determined. This book examines the South China Sea territorial disputes from the perspective of international order. The authors argue that both China and the US are attempting to impose their respective preferred orders to the region and that the observed disputes are due to the clash of two competing order-building projects. Ordering the maritime space is essential for these two countries to validate their national identities and to achieve ontological security. Because both are ontological security-seeking states, this imperative gives them little room for striking a grand bargain between them. The book focuses on how China and the US engage in practices and discourses that build, contest, and legitimise the two major ordering projects they promote in the region. It concludes that China must act in its legitimation strategy in accordance with contemporary publicly accepted norms and rules to create a legitimate maritime order, while the US should support ASEAN in devising a multilateral resolution of the disputes.

Cause is a problematic concept in social science, as in all fields of knowledge. We organise information in terms of cause and effect to impose order on the world, but this can impede a more sophisticated understanding. In his latest book, Richard Ned Lebow reviews understandings of cause in physics and philosophy and concludes that no formulation is logically defensible and universal in its coverage. This is because cause is not a feature of the world but a cognitive shorthand we use to make sense of it. In practice, causal inference is always rhetorical and must accordingly be judged on grounds of practicality.
