The concept of civil society in its broader sense is the part of a society that exists next to state and market, the London school of Economics Civil Society department refers to it as "the arena of uncoerced collective action around shared interests, purposes and values." This collective action is formed by voluntary civic and social organisations or institutions referred to as non-profit organisations (NPOs) and non-governmental organisations (NGOs). This phenomenon is of high interest considering the current European wide dispute over the role civil society should have next to government and business. European institutions have been trying to enhance the development of NGOs in Central and Eastern European (CEE) countries through financial as well as institutional help. The EU enlargement was assumed to even further encourage the development of NGOs in CEE countries. Thus, the Czech Republic, one of the first aspirants of the CEE countries entering the EU, is considered to be a prime example to show how the mutual relation between the non-governmental sector in CEE countries and the EU institutions developed. To be able to define the politics and policies for future assistance of the European Union to CEE NGOs, two aspects are of special importance. One, it is necessary to understand the success NGOs in CEE countries have had in terms of succeeding to promote their interests in EU decision-making before and after the accession. Second, it is crucial to determine the role the European Union has played in the achievement of their goals.

The European enlargement process culminating in 2004 was - as a follow-up to die Wende and the implosion of the Russian empire - an event of the same magnitude as 1815 and 1919. Like 1918-19, it was an â oeexit into historyâ , a momentous event in post-Westphalian Europe. Even if acceptance of ten new countries was premature, it was appropriate to the moment history provided. The presence of the â oeNew kids on the blockâ meant both problems and prospects. The end of the cold war meant the fall of the iron curtain â " but a mental remnant of the curtain remains, in terms of attitudes regarding civility, corruption, and transparency, and expectations for democratic politics. Several of the â oenewâ countries are â oelate children of 1848â . For them, entering NATO was more important than joining the EU, and also preceded EU-membership. Poland is bigger than the other 2004 countries together and has a heavy historical legacy. It is - as Germany used to be - imprinted by its special path between East and West and fear of being encircled by enemies. Although the Building of Civil Society and Democracy in countries in transformation can draw on experiences from the countries already within the EU, there is no primrose path for EU-integration. It is, moreover, an irony that the new member states, as a result of the expectations for post-Communist politics, build institutions of a kind that are no longer sufficiently efficient for â oeoldâ Europe. The new countries became a full-scale experiment in rule by experts: now by neo-liberals instead of Communists. A common European public sphere and civil society might emerge, but its form remains visible only at the horizon.

At the global level, civic space is narrowing and thus efforts to protect and promote it are more important than ever. The OECD defines Civic Space as the set of legal, policy, institutional, and practical conditions necessary for non-governmental actors to access information, express themselves, associate, organise, and participate in public life. This document presents the Civic Space Scan of Finland, which was undertaken at the request of the Finnish government and is the first OECD report of its kind. OECD Civic Space Scans in particular assess how governments protect and promote civic space in each national context and propose ways to strengthen existing frameworks and practices. The Scan assesses four key dimensions of civic space: civic freedoms and rights, media freedoms and digital rights, the enabling environment for civil society organisations, and civic participation in policy and decision making.
