Department of Defense (DoD) plans call for the Civil Reserve Air Fleet (CRAF) to carry up to 96 percent of air transportable cargoes in a major overseas deployment of U.S. Forces during war or other emergency. The civil air carriers participating in the CRAF program are contractually obligated to provide not only aircraft, but also crews, fuel, spare parts, and maintenance. The central element of existing plans to support CRAF operations is the senior lodger system. Under that system, a U.S. civil air carrier is designed as senior lodger to coordinate all support activities for CRAF aircraft at each of 39 stations in the United States and overseas. We are concerned that senior lodgers at many overseas stations could not carry out their assigned functions if CRAF were mobilized. Senior lodgers generally lack both knowledge of the volumes of traffic they would be expected to support and assured access to the necessary manpower and materiel resources. The DoD needs to take measures to assure adequate support of CRAF operations during emergencies. The DoD should seek to improve support by providing necessary policy guidance for CRAF by means of a DoD Directive, developing plans for utilizing and supporting civil aircraft not currently included in the CRAF program, devising a mobile maintenance program, and providing better assurance of adequate fuel supplies.

To move passengers and cargo, the Department of Defense (DOD) must supplement its military aircraft with cargo and passenger aircraft from commercial carriers participating in the Civil Reserve Air Fleet (CRAF) program. Carriers participating in CRAF commit their aircraft to DOD to support a range of military operations. In the Fiscal Year 2008 National Defense Authorization Act, Congress required DOD to sponsor an assessment of CRAF and required GAO to review that assessment. GAO briefed congressional staff on its observations. As discussed with the staff, GAO further analyzed some of the issues identified in its review. This report assesses (1) the extent to which DOD has assessed potential risks to the CRAF program, and (2) the extent to which DOD's management of CRAF supports program objectives. For this engagement, GAO reviewed DOD-sponsored CRAF study reports and interviewed study leadership. GAO also interviewed over 20 of 35 CRAF participating carriers that responded to a request for a meeting, DOD officials, and industry officials. GAO is recommending that DOD

This report describes four broad initiatives needed for managing and employing the Civil Reserve Air Fleet (CRAF) over the next decade. CRAF airlines have provided essential support to the US military since the Korean War. Today, CRAF airlines are supporting Operation Iraqi Freedom, and are committing nearly double the amount of commercial aircraft required by DoD for its most demanding war plans. Over the coming decade, the Defense Department's management and employment of CRAF will need to adapt to meet a number of significant challenges. The airline industry is facing unprecedented financial losses, and will undergo significant restructuring; at the same time, developments in the global security environment, as well as the Department's aircraft purchases and transformational initiatives, will reshape their employment of the fleet.
