The Radio Eye: Cinema in the North Atlantic, 1958–1988, examines the way in which media experiments in Quebec, Newfoundland, the Faroe Islands, and the Irish-Gaelic-speaking communities of Ireland use film, video, and television to advocate for marginalized communities and often for “smaller languages.” The Radio Eye is not, however, a set of isolated case studies. Author Jerry White illustrates the degree to which these experiments are interconnected, sometimes implicitly but more often quite explicitly. Media makers in the North Atlantic during the period 1958–1988 were very aware of each other’s cultures and aspirations, and, by structuring the book in two interlocking parts, White illustrates the degree to which a common project emerged during those three decades. The book is bound together by White’s belief that these experiments are following in the idealism of Soviet silent filmmaker Dziga Vertov, who wrote about his notion of “the Radio Eye.” White also puts these experiments in the context of work by the Cuban filmmaker and theorist Julio García Espinosa and his notion of “imperfect cinema,” Jürgen Habermas and his notions of the “public sphere,” and Édourard Glissant’s ideas about “créolité” as the defining aspect of modern culture. This is a genuinely internationalist moment, and these experiments are in conversation with a wide array of thought across a number of languages.

The Government of Natural Resources explores scientific and technical activity in Quebec from Confederation until the eve of the Second World War. Scientific and technical personnel are an often quiet presence within the state, but they play an integral role. At the turn of the twentieth century, the provincial government created geology, forestry, fishery, and agronomy services. These new services drew from recently established university technical programs to amass a corps of skilled employees to support their mission: exploiting resources and occupying territory. Stéphane Castonguay traces the history of mining, logging, hunting, fishing, and agriculture in Quebec to reveal how territorial and environmental transformations thus became a tool of government. By helping to define and shape such interventions, scientific activity contributed to state formation and expanded administrative capacity. The lessons that this thoughtful reconceptualization of resource development offers reach well beyond provincial borders.

Human clustering in coastal areas The coastal zone has gained a solid reputation as a place vocated for recreational activities and this is generally related to the presence of the sea. The relationship, however, does not appear univocal or simple: the sea can be perceived as a hostile element by humans and the more general question of whether the presence of the shore is in itself a favourable, repulsive, or irrelevant factor to settlement is a debatable point, at least for pre-industrial societies. Back in the early part of the 19th century, Friedrich Hegel regarded oceans and rivers as unifying elements rather than dividing ones, thus implying a trend towards the concentration of human settlements along them. 'The sea', he wrote, 'stimulates 1 courage and conquest, as well as profit and plunder', although he realized that this did not equally apply to all maritime peoples. In Hegel's view, different approaches to the sea were mainly the results of cultural factors and, in fact, he recognized that some people living in coastal areas perceive the sea as a dangerous and alien place and the shore as aftnis terrae.
