To secure the survival of its regime, dominate the Republic of Korea (ROK), and impose unification of the Korean Peninsula, North Korea has amassed a variety of weapons of mass destruction (WMD)-nuclear, chemical, and biological-to include nuclear and likely conventional capabilities that produce highly destructive or even lethal electromagnetic pulse. It also has diverse offensive cyber capabilities that it uses for covert and illegal purposes. The authors of this report focus on how the North could use, and does use, these weapons and capabilities to affect peacetime relations on the peninsula and to prepare for a major war with the ROK, as well as the possible effects of their employment on the military, on civilians, and on critical infrastructure. The authors present a theory of deterrence and suggest how the ROK-U.S. alliance could rein in North Korean efforts to augment or enhance its WMD and cyber capabilities and deter the North from attacking the ROK and beyond. Throughout, the authors acknowledge the uncertainties involved and argue that any effective action on the part of the ROK-U.S. alliance will require recognizing and managing those uncertainties.

The danger North Korea poses to the world is more than just its rogue nuclear program and ballistic missile brinksmanship. Pyongyang develops other weapons of mass destruction and backs them with significant conventional military capabilities. For nearly 60 years, North Korea has determinedly pursued the development of weapons of mass destruction (WMD), usually defined as chemical, biological, radiological, and nuclear (CBRN) weapons. In recent years, it has used its nuclear weapons to deter threats and to coerce its neighbors during crisis. As the North Korean regime continues to suffer many failures, it may someday lash out and cause a major war in northeast Asia, or its government may collapse into civil war and anarchy. With almost no chance of winning a conflict limited to conventional weapons and having invested so much of their limited resources in WMD, North Korea's leaders are likely to use these weapons in conflicts or further crises. North Korean WMD could cause immense damage to the populations and economies in northeast Asia, potentially destabilizing the region for many years.It is therefore incumbent on the United States and its allies to develop means to deter North Korea's use of WMD. But doing so is not easy. The United States and the Republic of Korea (ROK) have clearly failed to deter multiple North Korean provocations associated with WMD. Moreover, the North Korean leaders appear insensitive to the kind of "assured destruction" nuclear weapon retaliatory threats against cities and industry that formed the basis for Cold War deterrence. Instead, deterrence of North Korean WMD use needs to be based more on the ability to defeat that use and deny its objectives while still threatening retaliation that would undermine or destroy the North Korean regime.This paper describes such a deterrent approach, first by characterizing North Korea as a failing state--one which has used crises and may yet try to use conflict to strengthen the regime. It then addresses the nature of North Korea's WMD threat, how that threat might be used, and the damage that could result. The study concludes by discussing how the United States and the ROK might deter North Korean WMD threats in conflict and crisis.

Because these capabilities will take years to develop, the allies must turn their attention to where the threat could be in the mid to late 2020s and identify strategies to counter it. Doing this will help establish a firm deterrent against North Korean nuclear weapon use. Originally published in 1983, this book presents both the technical and political information necessary to evaluate the emerging threat to world security posed by recent advances in uranium enrichment technology. Uranium enrichment has played a relatively quiet but important role in the history of efforts by a number of nations to acquire nuclear weapons and by a number of others to prevent the proliferation of nuclear weapons. For many years the uranium enrichment industry was dominated by a single method, gaseous diffusion, which was technically complex, extremely capital-intensive, and highly inefficient in its use of energy. As long as this remained true, only the richest and most technically advanced nations could afford to pursue the enrichment route to weapon acquisition. But during the 1970s this situation changed dramatically. Several new and far more accessible enrichment techniques were developed, stimulated largely by the anticipation of a rapidly growing demand for enrichment services by the world-wide nuclear power industry. This proliferation of new techniques, coupled with the subsequent contraction of the commercial market for enriched uranium, has created a situation in which uranium enrichment technology might well become the most important contributor to further nuclear weapon proliferation.
